The21st century is an era with full of opportunities and challenges, the level ofknowledge hesitating and innovating is an important measure dimension of nationalcompetitiveness, and it is said that the quality of knowledge development depends onthe quality of human resource, because knowledge and human resource support to eachother and also limit each other. More and more countries have put excellent quality ofhigher education development as the country as the first strategic. In the intensecompetition international higher education, Vietnam will face with many challenges tocatch up with and occupy a high position in the world. Human will always be the soulof a social system, especially in the field of higher education. Improving the overalllevel of teachers, explore the inherent potential and creativity of teachers is one of themost important task of higher education. However, the current development status ofVietnamese higher education is not optimistic, the higher education teacher resourcedevelopment is lack of power and flexible mechanisms. Creating a scientific, reasonableand effective incentive mechanism to improve teachers’ occupation attraction, promoteteachers’ creativity and initiative, is necessary to improve the overall quality of highereducation significance.In this dissertation, multidisciplinary theories such as pedagogy, political science,psychology, sociology are applied to analyze the incentive mechanisms for highereducation teacher in multi-level and multi point of view, in order to create an incentivemechanisms for Vietnam higher education teacher consolidated theory and practice,rationality and sensibility, history and logic.The content of dissertation includes six chapters and about13million words. Thefirst chapter summarized research on the incentive mechanism of university teachers, and compared the research results of Vietnam and other countries to put forward theimportance,necessity and urgency of the incentive mechanism of university teachersin Vietnam; the second chapter is to define the concept of higher education teacherincentive mechanism. Mainly defined higher education teacher incentive mechanismconcepts and related concepts, the systems and functions of higher education teacherincentive mechanism; the third chapter is the present higher education situation and theoperating of incentive mechanism for higher education teacher in Vietnam, includingVietnam higher education scale and the content of Vietnam incentive mechanism forhigher education teacher; the fourth chapter is the out of control phenomenon andproblems of incentive mechanisms for higher education teacher in Vietnam. Thischapter mainly analyzes the out of control phenomenon and problems of incentivemechanisms for higher education teacher, and the causes of these problems are alsopointed out; the fifth chapter studied on the incentive mechanism for higher educationteacher of some foreign countries, to draw experiences to apply in Vietnam. Thischapter forced on studying experiences of the United States, Germany and China; thesixth chapter is the reform policies of incentive mechanisms for higher educationteacher in Vietnam. It mainly analyzes the characteristics of incentive mechanisms forhigher education developments in Vietnam to find adjustment methods for Vietnamhigher education teacher incentive mechanisms system smoothly operating.The conclusion refines and reveals the key and essence of Vietnam highereducation teacher incentive mechanisms, and the outlook of Vietnam higher educationteacher incentive mechanisms.
