Research On The Operation Mechanism Of Social Work Stations Under The Linkage Mode Of Government And Social Organizations

The failure of government governance is the key factor to promote the cooperation between the government and the community at the grassroots level,and the diversified development of social organizations is the basic basis to realize joint governance.Therefore,it is an effective way to introduce social organizations to participate in social governance through contractual cooperation.As one of the important forms of innovative grassroots social governance,social work stations have the advantages of coordinating and linking resources of various parties,improving the level of grassroots governance and reasonably improving the relationship between government and community.In the process of construction and operation of social work stations,a pattern of interaction between government and social organizations with Chinese characteristics has been formed,that is,the government purchases services,social organizations accept commissions,operate and carry out various community services according to the agreed service objectives and indicators.The government and social organizations take the social worker station as the carrier to realize the action logic of joint governance.In this study,the effects and difficulties of the application of "linkage between government and social organizations" in the construction of township social work stations are taken as the direction,and the social work station in Q Town,Feidong County,Hefei City,is taken as the case study object.By using various research methods such as observation,interview and questionnaire,and from the perspective of collaborative governance theory,the operation mechanism of township social work stations under the linkage mode of government and social work stations is summarized.This paper focuses on the internal logic,path,mechanism,and efficiency of the interaction between the government and the public,and finds that there are inefficient interaction dilemmas among the interaction subjects of social work stations,such as lack of consensus on ideas,inconsistent goals and visions,blurred boundaries of power and responsibility,and insufficient linkage mechanism construction,which lead to the block of collaborative governance function.Based on this,this paper advocates the logic of multi-subject division of labor and collaborative governance,and emphasizes the interaction and complementary advantages of government and social organizations in collaborative cooperation.First,government departments should optimize the objective environment and strengthen leadership;The second is to increase the support of social organizations and the combination of self-improvement;Third,promote community participation and residents’ participation;Fourth,we will improve the mechanism for working together.It is expected to be used to improve and solve the problems of other similar rural social work stations,and to provide suggestions for constructing a more scientific,perfect and effective operation of the government-community interaction mode.
