The new era of socialism with Chinese characteristics requires citizens to have the civic qualities to realize self-worth,social interaction and social participation in modern life,so as to jointly build a better life.Teenagers are the main object of civic literacy cultivation.However,the current domestic civic literacy cultivation is mainly carried out in the form of knowledge teaching in the form of patriotic spirit and code of conduct.It focuses on"knowing" rather than "doing",and lacks the quality cultivation of caring ability,interpersonal relationship handling and public spirit,which can not cope with the increasingly fragmented,individual and public life.Therefore,the "Qin" social work service organization launched the youth civic literacy development project,hoping to go beyond the classroom" inculcated "civic education and improve the youth’s civic literacy in the social field with more life scenes.The "Qin" project integrates the use of groups and community social work methods,leading young people in urban communities to visit villages inhabited by ethnic minorities,jointly explore rural issues,discuss action strategies,and use self-media platforms to carry out rural community support actions.In the process,adolescents have reduced their dependence on caregivers at the individual level,affirmed self-efficacy,and expressed themselves more positively.At the interpersonal level,learn to pay attention to and empathize with others,be willing to respect others and take the initiative to seek cooperation,and the collective consciousness is significantly improved;At the level of social participation,the willingness of the community to participate has increased,and there is more social care.I hope to use qualitative research methods,collect empirical materials by participatory observation and interviewing,and analyze the service process of this project with the help of empowerment theory,so as to explore the practical mechanism of improving the civic literacy of adolescents in social work services.The study finds that psychological empowerment and technological empowerment respectively improve teenagers’ civic emotion and civic ability in the relationship dimensions of citizen and self,citizen and citizen,and citizen and society,and at the same time form the power and self-empowerment motivation and thrust.Teenagers can have internal motivation,develop ability,create opportunities,continue to generate civic action,and highlight the improvement of civic literacy.Psychological empowerment stimulates citizens’ emotions.It can not only activate the sense of power,but also enhance the willingness to enable.It is the motivation for conscious action.Technology empowerment is a driving force for civic action by enriching citizens’ abilities,removing direct resource barriers for youth and enhancing their life influence.In addition,psychological empowerment guides the motivation and direction of action,and technical empowerment influences the strength of action.The two empower adolescents together and expand their space of action independently.The action space referred to in this paper has two layers of meaning,one is the specific scene.Through action and reflection,teenagers can experience expanded life experience in the communication of specific scenes,which becomes the realistic basis of growth and change space.The second is the social space,the continuous dialogue of multiple subjects,the promotion of the flow of power in the relationship,and the reconstruction of the action space of teenagers.The expansion of action space guarantees the implementation of citizen action.Finally,this paper reflects and discusses the theoretical framework of empowerment and the"empowerment trap" in practice.
