How Party Organizations Absorb Society

The community is an important field for social workers to carry out practice,the system of party building leading social governance affects the community ecology,but also affects the situation in which social workers carry out community governance actions,how grassroots party organizations carry out actions has an important impact on the effect of community governance,and understanding the actions of party organizations in the community is helpful for social workers to intervene in the community.From the perspective of the analysis of the informal system in the institutionalist school,this paper analyzes the process of solving the contradiction of community property fees by the general branch of the R community party in Shanghai,tries to explore what informal systems are adopted by the R community party general branch to resolve the contradiction of property fees and complete the absorption of community residents,and discusses what enlightenment and reference points for social workers to carry out community governance.This paper conducted semi-structured interviews with 14 people related to the incident,including the secretary of the general branch of the community party,the staff of the community neighborhood committee,the community social workers,the community party member residents and the non-party member residents.In this way,we understand the resolution process of property fee contradiction and the attitude and ideas of relevant subjects in the conflict resolution process.On the basis of collecting data,this paper analysed and summarized the informal system and action logic used by the general branch of the community party in resolving conflicts,and how to complete the absorption of community residents in the process,and summarized the suggestions for social workers to participate in community governance.Combined with North’s analysis of the three dimensions of ideology,traditional habits and values in the definition of informal system,it is found that in the process of solving the contradiction of community property fees,the R Community Party General Branch adopted the means of using party membership,playing emotional cards,and reciprocal exchange to eliminate the negative voices in the community,gradually change the attitude of residents against the increase of property fees,and resolve the contradictions.Moreover,the general branch of the Community Party has restricted the opposition of residents through these three informal systems and absorbed community residents.The R Community Party General Branch uses a flexible informal system to resolve contradictions,which is a kind of intelligent governance.Based on this,social workers should learn from the governance actions and methods of Party organizations in the community field.Combined with the research results,it is proposed that social workers can mobilize backbone residents in the community,enhance the emotional connection between residents,social workers and communities,and guide the harmonious interaction of multiple subjects in the community to carry out governance actions,so as to improve the efficiency of community governance and better play the professional role of social work in the community governance model combining party building and social work.
