| With the continuous development of information technology,we are entering a digital era supported by many new technologies,such as the Internet,the Internet of Things,artificial intelligence,etc.The way of knowledge acquired and transferred has experienced revolutionary change as well as the teaching-learning relationship.Teachers need to promote their teaching capacity to cope with 5G,AI and other new and high technologies.In 2019,the Ministry of Education published the document,Opinions on Implementing the National Information Technology Application Ability Improvement Project for Primary and Secondary School Teachers 2.0,aiming to promote school-wide application ability training of teachers,the main objective and task of the Capacity Building 2.0 project.In the early of 2023,coinciding with the complement of the project on building IT application capacity for teachers in primary and secondary schools,the ability training has been needed to investigate,summary and evaluate.This study,based on the opinions and the implementation plan of the project,has aimed to build an effective and appropriate the system of effectiveness evaluation indicators to improve capacity of computer applications for primary and secondary teachers in Ningxia.Therefore,it has provided a reference for relevant evaluation works and further improved the effect of teacher training.Firstly,documentary analysis has been used to comb and establish the theoretical basis for the system.The field research and interviews had been used to understand the current situation of promoting teachers’ computer application training in all schools in X County,Ningxia.There are three conclusions:First,they all have understanded and realized that the project is a prerequisite for improving teachers’ computer application ability.Second,the necessary way for improving teachers’computer application ability is to take good plans and be brave in practice.Third,the effectiveness of teacher training should focus on both the results and the process,as well as the update of the teaching concepts.The above results will serve as a realistic basis for the system.Secondly,based on the pillar of the theoretical and practical basis and the guidance of principles of indicator construction,the author has initially drafted the system.Following it,the author has used Delphi method to consult with experts to review and improve the system.The author also has adopted the analytic hierarchy process to calculate the weights of the indicator system and analyze the reasonableness of the weights.Finally,four first-level indicators and 16 second-level indicators has been determined.At last,the scope and considerations of the system are discussed in four aspects:planning and preparation,organization and management,implementation,and application and outcomes. |
