In order to promote teachers’ effective application of information technology in the education teaching, change traditional teaching methods, to promote effective learning of primary and middle school students and personalized development, better adapt to the challenges of the information society, in October 2013, the ministry of education issued "on the implementation of the national primary and secondary school teachers’ information technology application ability promotion project proposal", start the national primary and secondary school teachers’ information technology application ability of engineering. Thus the ministry of education, the provincial education institutions and universities teachers’joint regional primary and secondary school teachers to carry out the "new" information technology application ability training. The school of continuing education in National Open University, collaborative Central China Normal University, primary and secondary school teachers in Hubei province and other provinces and cities as the training object, based on the network learning platform to carry out the "demonstration network integration training and school-based research" project. So in order to highlight "accord with the characteristics of information technology training new model" of how training should be implemented? How to scientifically carry out teachers’ information technology application ability assessment? How is the training project overall performance? To solve these problems, this article based on "demonstration network training and school-based research integrated training" project, using of statistical analysis methods, from different levels of participants involved in the training program in Hubei province were evaluated and analyzed. The main content of this paper includes the following several aspects:(1) Overview "demonstration network training and school-based research integrated training project, analysis of present situation of primary and secondary school teachers’ information technology application ability. From the network study platform, training organization and management, training process quality control, training and implementation plan of "demonstration network integration training and school-based research" project overview, specific implementation process of this project. Then, through the questionnaire investigation of Hubei, Henan, Anhui and Guangxi four provinces,414 primary and secondary school teachers to carry out the teachers’ information technology application ability research, demand analysis of the project.(2) Make training performance evaluation of demonstration network and school-based research integrated training. Basis on the studying and analysis of the theories of performance, In the research and analysis on the basis of the theories of performance, on the basis of Kirkpatrick’s four levels of training evaluation model to build demonstration network integration training performance evaluation model and school-based research, developing from training reaction layer, the study results and training results determine performance evaluation model, and assessment on the basis of the model, determine the evaluation content and evaluation way.(3) The empirical evaluation of demonstration network integration training and school-based research performance. Based on demonstration network integration training performance evaluation scheme and school-based research, the random whole kind of sampling method to select 436 trainers in Hubei province to implement assessment, and use statistical methods to analyze the performance results, according to the results of performance evaluation, put forward suggestions, around the implementation of teachers’ information technology application ability training for future performance evaluation to provide reference and reference.
