In the face of the rapidly developing trend of population aging and labor market employment forms have undergone significant changes.Ningxia is affected by the aging of the population.The results of the seventh national population census show that the aging of the population in Ningxia presents the main characteristics of increasing the total amount and accelerating the process.The population of the young aged 60~69 years old accounts for 57.21%,most of them have the advantages of knowledge,experience and skills,and have great potential to play the role of waste heat and there are a large number of young old human resources for development.In order to actively cope with the problem of population aging,the state and Ningxia government have formulated and implemented a series of policies and measures to develop human resources for the elderly and promote active aging.So how to correctly treat the flexible employment of the younger elderly under the background of population aging and achieve the goal of active aging,we should deeply analyze the current situation,problems and influencing factors of flexible employment of the rural younger elderly in Ningxia,and put forward targeted countermeasures according to relevant conclusions.This paper selects the young elderly in rural areas of Ningxia as the research object,uses the field survey data in Ningxia,uses the binary Logit regression model to analyze the influencing factors of the flexible employment of the young elderly in rural areas from the three dimensions of individual,family and society,and explores the effective path to promote the flexible employment of the young elderly in rural areas.The effects of flexible employment on the young elderly in rural areas and the heterogeneity of gender,income,health status and whether to care for grandchildren are analyzed.The results show that:(1)From the current situation and problems of flexible employment of rural elderly in Ningxia,we know that the participation of rural elderly in flexible employment is generally low,that rural elderly in flexible employment are mainly engaged in agricultural labor,and that the employment environment in rural areas limits the motivation of flexible employment of the elderly in flexible employment,so it is difficult to improve their enthusiasm for flexible employment.There are insufficient skills training for the young elderly in rural areas,and the flexible employment information of the young elderly is blocked,and the employment channels and employment options are narrow.(2)The younger elderly aged 60-69 have higher possibility of flexible employment,relatively healthy body and higher education level,which is conducive to the flexible employment of the younger elderly in rural areas.Relatively good family economic status can provide a good foundation for the flexible employment of the rural elderly,which is conducive to the realization and creation of their own value.The elderly are more willing to participate in social labor if they live alone or with their spouses.(3)The participation and use of the new rural cooperative medical care has a significant impact on the flexible employment of the young elderly in rural areas.The reimbursement behavior in the use of medical insurance can provide a kind of economic security for the elderly,and when the individual medical risk occurs,he can obtain compensatory income through medical insurance.In rural areas,this kind of economic security has an obvious substitution effect on the flexible employment income of the younger elderly.Skills training can promote the young elderly flexible employment,active social activities can maintain and expand the social range of the elderly,facilitate access to more flexible employment information and channels.From the perspective of perfecting the social security system for the rural elderly,improving vocational skills training and comprehensive quality,creating a good flexible employment atmosphere and expanding the range of employment options,this chapter implements a multi-level social security system and builds a multi-level,wide coverage and sustainable new social security system.We will improve vocational skills training and comprehensive quality,and ensure the enthusiasm of younger rural seniors to participate in employment training.To create a good atmosphere for flexible employment,expand the range of employment options for the rural underage elderly,encourage them to carry out appropriate cross-regional flexible employment,choose suitable flexible employment positions,and better promote the rural underage elderly to obtain more adequate and higher quality employment.To create a good atmosphere and favorable conditions for the flexible employment of the young elderly in rural areas of Ningxia,solve the problem of labor shortage,and truly realize the purpose of the elderly. |
