High quality development is the value adherence and core theme of the development of our educational cause in the new era.To fully implement the new development concepts and promote the high quality development of education has become the consensus of the educational circles.Compulsory education is the foundation and guarantee for the development and progress of the country and society.The report of the20 th National Congress of the CPC points out that the quality and balanced development of compulsory education and the integration of urban and rural areas should be accelerated,and the allocation of regional educational resources should be optimized,which points out the direction for the development of compulsory education in the future.In order to implement the Twenty Report,the Ministry of Education has clearly proposed that "the high-quality and balanced development of compulsory education will be fully realized by 2035".Therefore,it is of great research value to explore the path of the high-quality and balanced development of compulsory education in China.On the basis of summarizing the practice of collectivized compulsory education running schools from 2002 to 2022,this study collects the experience and practices in the development process of collectivized compulsory education running schools by text analysis,comparative analysis and experience summary,and points out the direction for S Education Group to improve the quality of running schools.This paper focuses on the study and research of the evaluation guidelines for collectively-run schools of compulsory education established in various regions under the background of high-quality education development from 2017 to 2022,in-depth analysis of the relevant factors affecting the development quality of collectively-run schools of compulsory education,the establishment of current status evaluation standards for S Education Group,and the evaluation and practice of behavior selection guided by theoretical thinking.As for the selected case of S Education Group in the stage of compulsory education,the investigation method,semi-open interview method and experience summary method are adopted to carry out research,clarify the development status of the member schools of the education group,summarize and summarize the practical experience and results of its group school running,clarify the key problems in the process of group school running,and propose effective strategies for the problems with the use of educational equity theory and collaborative governance theory.To promote the education group towards higher quality development.Through in-depth investigation,it is found that there are four main problems in T County S Education Group in the process of group running school: the lack of "group" culture,the school group but not the group;Teacher mobility is not strong;Lack of characteristic curriculum development;Group resource sharing is not smooth.Through in-depth analysis,the main reasons for these problems are: insufficient guidance of core school culture;Teachers’ flexible mobility mechanism has not been implemented;Characteristic curriculum development has not been paid attention to;Resource interaction platform has not been built.Based on the successful examples and theoretical research results in China,the improvement suggestions for S Education Group are as follows: first,build the core culture of the group,create the characteristic culture of the school,and promote the high-quality development of the group culture;Second,we need to implement flexible mobility guarantee,jointly train teachers,and improve the quality of teachers.Thirdly,we should unify the curriculum planning of the group,jointly research and build characteristic courses,and promote the high-quality construction of characteristic courses.Fourthly,an open and sharing resource platform should be built to realize the full utilization of educational resources and promote the high-quality circulation of resources on the platform. |
