After 《 Disciplinary Rules for Primary and Secondary Education(Trial)》(ereafter this text will be abbreviated as《Disciplinary Rules》)came into force,the standardized educational punishment implementatal system of primary and secondary schools has established preliminaly,and it will be in a long-term state of continuous development.Rational implementation of educational punishment in rural middle school is not only related to the improvement of quality of compulsory education,but also to the overall implementation of the Party’s educational policies and the grand strategy of strengthening morality education in rural schools.The core issues to be addressed in this study are find breakthrough methods of disciplinary dilemna in rural middle schools in the context of implementation of 《Disciplinary Rules》 and assist in efficient implementation of 《Disciplinary Rules》.Base on the social control theory of Travis Hirschi and the interaction theory of M.Mclaughlin,according to the idea of “raising problems-investigating problems-analyzing problems-solving problems”,this study will analyzes the implementation of《Disciplinary Rules》by education bureaus to overview the real environment of implementation of educational punishment in rural middle schools.Then,it will investigats current situation of the implementation of educational punishment through empirical research and analyzes the implementation dilemma and explores the reasonable implementation path of educational punishment,so that the implementation of 《Disciplinary Rules》becomes more efficiently and quality.By analyzing the announcement text on the education bureaus’ website in a region by Picdata,we can understand the attitude of local education bureaus to the《Disciplinary Rules》and overview the realistic environment of implementation of educational punishment in rural middle schools.Through text analying,it is found that not only education bureaus of the cities in Hubei responded to the policy in a timely manner,but publicity methods are various.However there is still much room for the improvement in the implementation of the policy,such as: implementation measures are too focused,the schools and teachersare lack of empowerment and confirmation,the content is too simple and lack of geographical characteristics,the target of publicity is limited and lack of pertinence.Take teachers from 5 rural middle schools in Huanggang as the research object and distributed and collected 210 questionnaires to teachers.The study analyzis and summarizes the statistical results of the effective questionnaire by SPSS 26.0,and finds that the dilemmas of effective implementation of educational punishment in rural middle middle schools are: Aministrative departments and schools lack of joint efforts to promote the implementation of 《 Disciplinary Rule 》,such as local education administrative departments lack of effective guidance and implementation measures,school has not assumed the responsibility and obligation to promote the implementation of educational punishment;There are deviations between teachers’ cognition and practice of education disciplinary,such as abandon or abuse of educational punishment by teachers occasionally;Absence and passivity of parents in home-school co-education;Society holds biases towards educational punishment.Conducting in-depth qualitative interview for 2 teachers,6 class advisers,3politics education directors and 3 headmasters.To sum up the root cause of the the dilemma of implementation of educational punishment in rural middle schools are:The supporting system and environment are not yet fully mature;Schools have attention bias in the implementation of educational punishment;Rural teachers’ professional quality is weak;The limitations of the rural parents and environment;The media lack of regulation and literacy.The improvement measures proposesd in this study are: Improve national educational punishment policy system,such as clarify the provisions on corporal punishment in the administrative legislation text,publish educational punishment and corporal punishment guidance casess regularly and establish a case library;Establish local educational punishment implementation system,such as formulate 《 Local Disciplinary Rules 》 and(Negative)Rights List,improve the appeal and relief mechanism of local education punishment;Create a healthy educational punishment environment in the school,such as pay attention to disadvantaged students and create a fair educational punishment environment,internalize discipline awareness and focus on the implementation of "supportive" educational punishment;Improve the comprehensive quality of educational punishment of teachers in rural middle schools,such as strengthen the pre-service teachers’ applied learning of educational punishment policy and practice,strengthen in-service teachers’ reasonable use of educational punishment and implement the fundamental task of strengthening morality education.
