In recent years, with the promulgation of the latest curriculum standards for ethics and the rule of law in junior secondary schools, more and more attention has been paid to the consistency of "teaching, learning and assessment",and teachers are increasingly concerned with the daily assessment of learning and classroom teaching assessment.Classroom assessment is a way to enhance the effectiveness of teaching and learning, and is particularly important for the development of core literacies. The reverse instructional design is an assessment-first and understanding-first instructional design model, which is in line with the design concept of "teaching, learning and assessment" consistency. This study uses a combination of questionnaires, interviews and case studies to investigate the current situation and problems of reverse teaching design in the psychology section of morality and rule of law textbooks. The study found that some schools and many teachers do not have a comprehensive understanding of reverse teaching design, and that it is still not used in the teaching design of the psychological chapter of morality and rule of law textbooks in junior high schools. At present, teachers have a certain understanding of the core literacy of morality and the rule of law,and most of them think that they can try to practise the core literacy-oriented and reverse teaching design model in the curriculum, but further implementation is still needed in terms of concrete application. In addition, after collating the research data,we know that the outstanding problems of the reverse teaching design of the psychological chapter of the junior high school morality and rule of law textbook mainly focus on two points:firstly, the teaching design is not updated in time, and secondly, the reverse teaching design is seriously influenced by external factors. In order to solve the problems of teaching design, this paper selects part of the curriculum content of the Psychology section of the Morality and Rule of Law textbook of the Ministry of Education as a case study, and tries to improve the teaching of the Psychology section of Morality and Rule of Law through the use of reverse teaching design,so as to achieve the purpose of cultivating the core literacy of the subject of Morality and Rule of Law.After the case interviews, the teachers found that the application of reverse teaching design to the teaching of the psychological chapter of the Ministry of Education’s morality and rule of law textbook was of positive value, opening up ideas for the design of morality and rule of law teaching, helping to promote the cultivation of core literacy in morality and rule of law,and helping to further focus on the consistency of teaching-learning-assessment.For the core literacy-oriented reverse teaching design, this paper puts forward the following practical suggestions:firstly, the reverse teaching design should take students as the main body, establish the concept of lifelong education and adhere to the "human-centred" student concept.Secondly, teaching evaluation should be carried out in the context of the non-linear nature of scientific inquiry, for example,by combining the target wheel with concrete and hierarchical procedures and methods of teaching evaluation in reverse teaching design, examining the subject.core literacy marker bricks, and developing sound assessment methods. Finally, reverse instructional design pays attention to the linkage of knowledge structures...
