| Rural primary education is an important part of the national basic education system,which is of great significance to cultivating excellent rural talents and promoting the overall development of rural economy,politics and civilization,especially in the process of China’s overall promotion of rural revitalization,it is indispensable.In recent years,however,the urbanization level of development faster,more and more farmers to parents,home,children go to school with her parents into the city,leading to more rural primary school students,a serious shortage of rural primary school education resource allocation at the same time,makes the rural primary school began to decline,so in order to ensure the healthy development of rural primary school,All regions will gradually implement the policy of "merging schools with schools".Under the background of "merging schools with schools",this paper takes rural primary schools as the breakthrough point,adopts literature research method,questionnaire survey method,and under the framework of public goods theory,public choice theory and Maslow’s hierarchy of needs theory,this paper takes Xiangfen County,Linfen City,Shanxi Province as an example to study the development of rural primary schools.The survey found that the number of students in rural primary schools is small,the facilities are not up to standard,and the resources are insufficient,and gradually decline.After the implementation of the policy of "merging schools with schools",the conditions of running schools have been improved,the teachers have been enriched,and the centralized running of schools has formed economies of scale and improved the utilization rate of resources.However,new problems have arisen: first,idle educational resources.The other is to burden students.Third,the cost of family education has not decreased but increased.Fourth,the teaching task of teachers is aggravated.Fifth,school management becomes more difficult.The reasons are mainly reflected in the improper understanding of the local government on "merging schools with schools",unclear property rights,insufficient educational financial investment,teachers’ quality to be improved,inadequate school management and supervision and so on.By drawing lessons from the experience of the layout of rural primary schools and the allocation of educational resources at home and abroad,this paper puts forward the following optimization countermeasures:First,scientifically plan the layout of rural primary schools according to local conditions.Second,properly handle idle school production.Third,we will increase financial input in education.Fourth,improve the quality and management of the allocation of teachers.Fifth,improve the boarding school construction and management system.Rural primary school education as a quasi-public product,considering the particularity of the object,so in this paper,under the background of "removal" junior high analysis from the perspective of protection of minority children in rural primary school development problems,and tries to put forward the optimization countermeasure,tries to provide reference value for county rural primary school development,help to promote the healthy and sustainable development of rural primary school. |
