Research On The Government Supervision Mechanism Of Mass Sports Events Under The Background Of The Cancellation Of Approval Power

Mass sports events are not only an important platform for the masses to participate in fitness activities,to learn sports skills,to challenge their own limits,and to develop social contacts,but also an important content and a strong grasp for the implementation of the national fitness strategy.On December 24,2014,in the context of the government’s simplification of administration and decentralization of powers,the State General Administration of Sports issued the State General Administration of Sports’ opinions on promoting the reform of the approval system for sports events,the examination and approval system for mass sports events shall be definitely abolished.Under the background of the power of examination and approval,the number of mass sports events in our country has increased significantly,and at the same time,the problem of insufficient supervision inevitably arises,whether the supervision body is in the process of transferring power and responsibility,or the speculations of the organizers of sports events,all make the development of sports events have many twists and turns.Under this realistic background,it is of great theoretical value and practical significance to study the related issues of government supervision of mass sports events.This research will focus on the government supervision of mass sports events in Dongying city,Shandong province,mainly focusing on three key issues: first,combing the relevant contents of the government supervision mechanism of mass sports events in China;second,taking Dongying city of Shandong province as an example,this paper reveals the present situation,problems and influencing factors of government supervision of mass sports events in China.By using the methods of literature research and in-depth interview,this paper analyzes the current situation,problems and influencing factors of government supervision of mass sports events in Dongying city,Shandong province,this paper expounds the difficulties faced by the supervision content,the supervision subject,the supervision method and the supervision means of the mass sports events in China,and constructs the theoretical model of the government supervision mechanism of the mass sports events in China,and put forward the optimization strategy to the supervision mechanism of mass sports events in China.The main conclusions of the study are as follows:(1)Scholars have combed through the development of regulatory theory,this paper makes a theoretical supplement to the supervision of mass sports events from the aspects of supervision mode,supervision means,supervision subject,supervision idea,etc.,thus resulting in the absence of supervision,at the same time to provide a record system,credit supervision system,blacklist system and other new means of supervision;This paper puts forward the problems of single supervision body and lack of cooperation among government departments,summarizes the other supervision bodies and divides the power and responsibility,and finally constructs the supervision mechanism with the government as the center This paper probes into the compliance and legitimacy of the supervision mechanism,emphasizes the cooperation between the administrative supervision of sports departments and non-sports departments,and finally constructs the supervision mechanism of pre-event supervision,in-event supervision and post-event supervision.(2)Taking Dongying as an example,this paper analyzes the current situation of its government supervision subject,content,means and ways,exposing the problems such as the unclear powers and responsibilities of the main body in charge of the supervision of the mass events,the broad content of the supervision of the mass events,the blurring of the supervision boundary,the unclear focus of supervision,the dispersion of the supervision resources of the mass events,and finally the insufficiency of the supervision effectiveness of the mass events,the influencing factors are: the definition of the boundary of government supervision and the orientation of the supervision function,the assurance of the government supervision consciousness and the practice of the supervision behavior,the supervision law that the government can rely on and the clear supervision standard,and the self-construction of the main body of government supervision and the supervision ability of the supervisors.(3)The theoretical model of government supervision of mass sports events will be based on the objective of government supervision,the main body of supervision,the boundary of power and responsibility,the means of supervision and the way of supervision.Finally,based on the analysis above,especially the analysis of the problems and the influencing factors of the current mass sports events in China,the author puts forward some suggestions to improve the legislation of mass sports events from the macro-level,we will improve the standards for the supervision and service of sports events;the government’s supervision of mass sports events should be subject to external supervision;the boundaries of government supervision powers and responsibilities should be clearly defined,and the supervision responsibilities of government supervision should be consolidated;and the supervision of government ministries should be strengthened,improve the efficiency of government supervision and other optimization strategies.
