| The government's purchase of public sports services as an effective means of public service supply has become an important way of national sports governance.Mass sports services are the core content of public sports services,and the development of mass sports events is an important means of achieving mass sports services.In recent years,the number of mass sports events purchased by the Chinese government has grown rapidly,and the results of holding events need to be studied urgently.In order to gain a deeper understanding of the current status and effectiveness of the purchase of mass sports events by the Chinese government,this study takes the three provinces and cities of Jiangsu,Zhejiang and Shanghai as examples.The law conducted an in-depth investigation of the current status and effectiveness of the government's purchase of mass sports events in Jiangsu,Zhejiang and Shanghai,analyzed the current problems of the government's purchase of mass sports events in China,and proposed development suggestions for the government's purchase of mass sports events.The research conclusions are as follows:(1)Experts and scholars have a consistent definition of the concepts of public sports services and government purchases of public sports services.Based on existing theories and combining this research content,the concepts of mass sports events and effectiveness are further defined.The event is organized and managed by the main body,and all members of the society participate voluntarily to meet the sports needs of the masses,promote physical fitness,and physical and mental pleasure.The main goals are to use public sports venues and other venues that meet the requirements of the event as carriers.Under the constraints of customs,competition rules and other factors,a wide range of sports competitions are held in various forms.Effectiveness According to the needs of this study,it includes three indicators: economic benefit,social benefit,and satisfaction.(2)The survey on the purchase of mass sports events by the government of Jiangsu,Zhejiang,and Shanghai shows that in terms of the participation of the government in the purchase of mass sports events,the service to the masses covers a wide range,and the purchasers and undertakings have diversified characteristics;The degree of information disclosure is high,with a professional information release platform,and the information of the purchasing subject,the undertaking subject,and the participating masses are consistent.In terms of purchasing content,the Jiangsu,Zhejiang and Shanghai regions have many purchases and a wide range of events,and the competition level is dominated by municipal sports events.In terms of purchase methods,public bidding,invitation bidding,competitive negotiation,competitive negotiation,and single source are usually adopted.To make purchases;in terms of fund use,the fund is usually funded by the undertaking entity,and the purchaser evaluates the event funds,and the actual expenditure basically matches the budget.In terms of evaluation and supervision,the government,the public,and third parties evaluate the completion of the event,service satisfaction,financial status,organizational capabilities,human resources,and comprehensive effectiveness.The evaluation results directly affect the main map.The masses and third parties participate together.(3)This study analyzes the effectiveness of government purchases of mass sports events in terms of economic benefits,social benefits,and satisfaction.In terms of economic benefits,the Jiangsu-Zhejiang-Shanghai area simplifies the work process,introduces a competition mechanism,attracts social capital injection,reduces government expenditure,and saves investment funds.At the same time,the number of people participating in the government's purchase of mass sports events has been steadily increasing year by year,and the economic benefits are on the rise.In terms of social benefits,it promotes the development of comprehensive fitness,establishes an image of the city,increases the popularity of the city,improves the level of urban public services and infrastructure,and promotes the development of the local economy and sports industry.In terms of satisfaction,the participating people have a higher degree of satisfaction with the event,the purchaser and the acceptor,and the satisfaction of the acceptor is higher than that of the purchaser.(4)At present,China's government has problems in purchasing mass sports events: Lack of relevant laws and regulations for government purchase of services;insufficient government budget for purchase of government;unclear positioning of the government in group competition services;uneven capacity of undertaking subjects,lack of healthy competition;lack of effective performance evaluation(5)Suggestions for the development of the government's purchase of mass sports events in our country:Improve the construction of laws and regulations for the government to purchase mass sports events;increase the government's investment in mass sports events;accelerate the transformation of government functions;increase the standards for access to the main market;enhance the evaluation status of the masses in mass sports events. |
