| This thesis aims to accurately connect a series of new reform ideas,reform policies,reform standards and reform requirements put forward by the Party Central Committee for social organizations,and comprehensively promote the development direction and reform path of sports associations in combination with the development status and practical problems of sports social organizations,so as to strengthen the promoting and leading role of sports associations in sports reform and construction.This thesis uses the research methods of literature,case analysis,interview and field investigation to introduce the theory of collaborative governance and the theory of sustainable development.Taking the development practice of sports associations in Suzhou as a breakthrough,this thesis makes a cluster analysis on the characteristics of the problems,and makes a detailed classification of sports associations based on the degree of independence and functional perfection of sports associations.Therefore,this thesis divides the reform of sports associations into socialization reform aimed at enhancing the independence of sports associations and function optimization reform aimed at optimizing the function of sports associations.Therefore,this thesis divides the reform of sports associations in Suzhou into socialization reform aimed at enhancing the independence of sports associations and function optimization reform aimed at optimizing the function of sports associations.Based on the reform thought of "classified implementation of policies",this thesis discusses the specific action guide and development path of the classified reform of sports associations in Suzhou.This study draws the following conclusions:In the actual operation process of Suzhou sports associations,due to the different characteristics,attributes and practical development of sports associations,the problems in the process of providing public sports services also show alienation.Sports associations with weak independence are mainly shown as follows:(1)Due to the lack of fund-raising ability of sports associations,sports associations rely on government purchase and collection of membership fees in the process of providing public services,lack of fundamental guarantee and basic conditions,and show the characteristics of insufficient development independence.(2)A variety of information platforms of sports associations have not been fully utilized,and the publicity of associations is not in place,resulting in low participation of the masses in sports activities and insufficient social influence.(3)The top-level design of policies,regulations and management system of sports associations is not perfect.In the top-level design,the identification of membership qualification of sports associations is lack of detailed description,and the implementation of relevant policies needs to be further promoted.(4)The operating mechanism of sports associations is not perfect,the functions of various parts of associations are seriously crossed,and the boundaries of responsibilities and rights between departments are blurred.(5)The development orientation of sports associations is not clear,and the actual development trend is divorced from the development goal of associations,resulting in the lack of endogenous power for the development of associations.(6)After decoupling,the relationship between sports associations and the government is ambiguous.In terms of community resources,funds and decision-making deployment,they are highly dependent on the government,resulting in weak independence of decision-making institutions,regulatory institutions,executive institutions and power institutions within associations.(7)The internal supervision of sports associations is weak.The election,decision-making and the formulation of articles of association are mostly formalistic.All links are not really implemented in place,and there is a lack of activity,financial and personnel supervision.(8)The social supervision of sports associations is not strong,the degree of specialization of third-party evaluation institutions is different,and the evaluation lacks clear professional standards to standardize the organization construction of associations.Sports associations with strong functions are mainly shown as follows:(1)Sports associations have strong independence,can maintain operation through their own development,and have great social participation and social influence in sports activities.(2)Sports associations have clear development goals and accurate self positioning,and have a strong awareness and sense of responsibility for providing high-quality public sports services.(3)Sports associations have a variety of publicity methods.By holding various sports activities at all levels,events,brand building and public welfare activities,they can enhance the influence of associations and expand publicity.(4)Sports associations have a strong sense of superiority and standard,and are good at making use of their own attributes,unique characteristics and advantages to create all kinds of sports activities at all levels,attract the active participation of the masses,and improve the people’s understanding and identity of the concept of community development.(5)Centered on the reform of sports associations,the division of responsibilities of each subject is clear,the awareness of collaborative governance of associations is strong,and the openness and transparency of the results of community supervision are high.(6)Sports associations are good at building regional joint sports brand projects with the help of Suzhou’s superior regional conditions and geographical location and the geographical advantages of the Yangtze River Delta.Take advantage of the regional conditions of Suzhou lake with plenty of water to develop sports activities with regional characteristics.(7)Sports associations can consolidate and strengthen their basic responsibilities and develop multiple functions.When the external environment changes,always implement their own work,take their own advantages as the starting point,timely adjust the mission and goal planning of the community,and expand the multiple functions of the community. |
