The reform and development of my country’s sports industry and the sports administrative system urgently need national individual sports associations to play a role.The internal obstacles of the association and the external obstacles mainly based on the lack of government obstacles and external supporting systems.The relationship between the government,the market and the association and the functional boundaries are unclear,the coordination of government departments is not smooth,the supporting system is lacking,and the association’s rule of law and good governance The lack of ideas has all restricted the development of the entity and deepening reform of individual sports associations.The substantive reform of national individual sports associations,as the focus of my country’s sports reform,is determined by the new situation,new policies and new background of my country’s sports development,and it is the general trend.Studying the course of its reform and development is of great significance for straightening out the substantive reforms,and the China-self cooperation is of great reference value as a pilot unit for the substantive reform of the association.In the context of my country’s sports social organization taking General Secretary Xi’s comprehensive deepening reform as its value orientation,in order to promote the substantive deepening of the reform in the field of sports to "deeper" and "broader"development,through the method of document data,field research and interviews Scientific research methods,such as method and participatory observation method,sort out the substantive reform process of national individual sports associations,analyze the factors and reasons that hinder the substantive reform of the association,and further analyze the deepening reform of the substantive reform of the China Cycling Association.The status quo and the existing problems of the current reform,explore the development countermeasures and paths of the association,and draw the following conclusions:1.Based on the relevant core policy documents,major measures and key events related to deepening the reform of the association and the substantive confirmation of organizational goals,the establishment of organizational structures and institutions,and the expansion of organizational personnel.To the standardization of asset management and use,and the economic reorganization of market-oriented development,to the revision of the association’s articles of association,the improvement of the membership management system,the member representative assembly system,the board of directors and special committee systems,the system of competitions,etc.,from The three levels of organization,economy and system deepen the association’s substantive process in an all-round way.3.The biggest feature of the substantive reform of the China Association is the decoupling and separation of event operations from the Zijian Center.The clubs,we will better utilize the resources of the association’s entity and deepening reform.4.Any reform will always be accompanied by "pain points" and obstacles.There are issues such as government-level policy formulation and purchase of public services,as well as issues such as clarification of relationships at the association level,selfconstruction and department settings,and issues such as supervision.Although facing various obstacles,the deepening process of reform will not end.It needs to address the existing problems of various stakeholders,including the transformation of functions at the level of government entities,the clarification of relationships,and the improvement of the guarantee system;the main body of the association The level of supporting design is perfect,the stakeholder is combined,and the internal and external supervision at the level of the supervisory body are combined to coordinate the interests of all stakeholders,and promote the vertical and in-depth development of the substantive reform of the association.
