The running of colleges and universities,and the introduction of talents are inseparable from the support of large-scale instruments and equipment.As an important embodiment of the scientific research level and comprehensive strength of colleges and universities,it is an important material basis.Generally,the investment amount of large-scale instruments and equipment is large,so the research on its use and management is particularly significant.Nowadays,the management of large-scale instruments and equipment has been widely recognized and placed a high value by many universities,and more mature experience and methods have been summarized in practice,but there are still some problems in the use process,such as insufficient utilization rate,idle equipment and so on.If the high-value imported equipment cannot be used effectively,it will be a great waste of capital investment in running colleges and universities,so it is imperative to improve the management level.This paper takes the management of large-scale instruments and equipment in W University as the research object.From the perspective of life cycle,it means that the instruments and equipment are regarded as a kind of life.According to the development characteristics of each stage,the purchase plan,demonstration,procurement,acceptance,use and maintenance,benefit assessment,maintenance and repair,deployment and scrapping are divided into four stages: planning,procurement,use and scrapping.Combined with the management objectives of each stage,i.e.consummate plan in the planning stage to ensure the benefit output after equipment input;In the procurement stage,ensure the price and cost performance of equipment and goods,and strictly control the acceptance quality;Meet requirement of supervision and maintenance in the use stage to lengthen the service life;Residual value of excavation equipment in scrapping stage.Through case study and field research,this paper analyzes the current situation and current problems of the management of large-scale instruments and equipment in W University.It is found that the important reasons for the problems are the low participation of the whole staff management,the non-execution of the whole life cycle management idea,and the lack of information construction in the whole process.According to the problems and causes,from the perspective of equipment life cycle,put forward corresponding countermeasures and suggestions for the problems in different stages of its whole life cycle management: in the planning stage,strengthen the equipment source control ability,improve the budget management,introduce zero-based budget,refine the budget content,conduct performance budget and clarify the construction objectives;In the procurement stage,enrich the setting of bid evaluation parameters,improve the collaborative office ability of departments,and strictly control the acceptance link;In the use stage,strengthen supervision and guarantee from the aspects of people,funds,platforms and resource reuse,so as to promote the improvement of use efficiency;In the scrapping stage,strengthen the management and improve the system,so as to achieve the integrity of large instrument and equipment assets and tap the residual value.Finally,strengthen the management from the three aspects of people,system and information technology,in order to provide some new ideas for W University and other similar universities to optimize the management of large-scale instruments and equipment.
