Industrial poverty alleviation is an important research content of industrial economics, and human capital plays a pivotal role in industrial poverty alleviation.“Poverty alleviation first supports aspirations, and aspirations must support wisdom” is the best interpretation of it.Although the current literature on the impact of human capital accumulation on relative poverty is relatively few, some literatures study its impact on relative poverty from a certain dimension of human capital accumulation, lacking an overall grasp of human capital accumulation poverty reduction and ignoring human capital accumulation,Internal and external factors and mechanisms of action on relative poverty. In this context,in order to make up for the above shortcomings.First, based on the theory of human capital accumulation and relative poverty, this paper analyzes the impact of human capital accumulation on relative poverty from the perspective that improving human capital accumulation can increase the Industry knowledge, production skills, industry employability, confidence and endogenous motivation to develop the industry of the relatively poor groups.Secondly, using the China Family Tracking Survey(CFPS)data from Peking University, using the principal component analysis(PCA)method to construct a comprehensive human capital index, and using the binary Logit and Tobit models, this paper empirically studies the impact of human capital accumulation on relative poverty in my country.Thirdly, the mediating effect model is used to analyze the mechanism of social capital and psychological capital in the process of human capital accumulation affecting relative poverty, and further study the impact of various dimensions of human capital, namely education and health on relative poverty. Finally, using PSM and other methods to test the robustness, and analyze the heterogeneity,a relatively stable conclusion can be obtained, which can provide a certain decision-making reference for consolidating the achievements of poverty alleviation and controlling relative poverty.Based on the research conclusions, the following countermeasures and suggestions are put forward:(1)Human capital accumulation has a significant impact on the alleviation of relative poverty.(2)Social capital and psychological capital play an intermediary role in the process of human capital accumulation alleviating relative poverty.(3)The internal structure of human capital accumulation has different effects on relative poverty.Education and health can reduce the probability of relative poverty by29.0% and 23.5%,respectively.(4)The impact of human capital accumulation on relative poverty has regional differences, more significant in rural areas than in cities, and more significant in the east than in the central and western regions.(5)There is also heterogeneity in the influence of human capital accumulation in terms of age,and the poverty reduction effect of human capital increases with age.In the context of consolidating and expanding the achievements of poverty alleviation, based on the research conclusions, the following suggestions are put forward:(1)Increase investment in human capital accumulation and vocational and technical training for relatively poor groups to provide human capital support for industrial development.(2)It is necessary to continuously improve the social network of relatively poor groups, and cultivate and enhance their social capital.(3)It is necessary to continuously improve the social network status of relatively poor groups, enhance their social capital, and increase their industrial opportunities and employment opportunities.(4)In addition,Industrial development should adapt measures to local conditions, highlight regional characteristics and advantages, strengthen scientific and technological support, and Vigorously cultivate talents in agricultural science and technology.
