The Operation Mechanism Of College Industrial Poverty Alleviation Project

In recent years,with the continuous advancement of national poverty alleviation and development work,more and more social forces have joined the poverty alleviation team.Since 2012,according to the requirements of the Central Document,all the 75 subordinate colleges and universities in the country have participated in the poverty alleviation work.The poverty alleviation of colleges and universities has become an important part of China’s poverty alleviation pattern system.Because of its unique poverty alleviation model,it has gradually received the attention of the public and academic circles.attention.This paper takes the industrial poverty alleviation project of the county-level poverty alleviation project of H University as an example,and uses the interview method,the literature method,the field investigation method and the participatory observation method to analyze the operation process of the industrial poverty alleviation project of H University,and establish,implement and evaluate the project.The whole process of completion and elimination of rolling is presented in full view,and the conceptual framework of layered embedding is used to analyze the operational mechanism of the university’s industrial poverty alleviation project at the school-level cooperation level,school level and project level,so as to understand and grasp the high participation.In the institutional environment for poverty alleviation,the operational logic of the university’s industrial poverty alleviation project is logical,answering the question of “how can the poverty alleviation of university project system?”The study found that,first,the university industry poverty alleviation project is a derivative of the project system outside the bureaucratic administrative system,and is carried out in a project-based manner.Universities and expert teams are the main actors in the operation of the project,and local governments exist as the main stakeholders in the operation of the project.The project has multiple considerations for industry selection,project selection and responsible person selection.Second,entrusted agency and school-site cooperation are two pairs of subject relationships in the university’s industrial poverty alleviation project.In the operation of the project,the relationship between the university and the expert team is a principal-agent relationship,and the university and the local government are a cooperative relationship.Third,the university industry poverty alleviation project follows the layered embedded operational mechanism,including one-way embedding at the school level,nesting at the school level,and inter-integration at the project level.At the same time,the three levels of embedding mechanisms are interrelated.One-way embedding as the system guarantee mechanism is the basis of project operation.Nesting as a resource integration mechanism is the specific way of project operation.Inter-embedded as an incentive mechanism to provide motivation for project development.At the same time,the poverty alleviation model of university project system provides a reference for the practice of social forces participating in poverty alleviation and development,which is conducive to better improving the accuracy of targeted poverty alleviation work and helping poverty-stricken counties to get rid of poverty.
