Since the reform and opening up,China has not only created a miracle of economic growth,but also achieved a "poverty miracle" in the history of world development,achieving complete poverty alleviation under current standards.However,due to the large regional and urban-rural development gap in our country the relative poverty will still exist for a long time.The establishment of a long-term mechanism for solving relative poverty will become the focus of poverty governance.Education is an effective means to eliminate poverty.In particular,the development of public education has always played an important role in alleviating absolute poverty in rural areas.This article focuses on the alleviation effect of public education investment on the relative poverty in rural areas.It is of great significance for exploring the strategies for alleviating the relative poverty in rural areas,accelerating my country’s economic development,and achieving common prosperity.On the basis of combing the existing research results of rural poverty governance,this paper presents two methods for measuring relative poverty levels,one is single-dimensional and the other is multi-dimensional.First,combined with the current economic development of our country,choose the poverty line of lower-middle-income countries given by the World Bank as the relative poverty line,and use a one-dimensional income indicator to measure relative poverty.Then,the relative poverty measure is extended to a multi-dimensional consumption perspective to construct a multi-dimensional relative poverty,combined with the principle of "two no worries and three guarantees".In this paper,the relative poverty levels in the rural areas of my country’s provinces are measured and compared from two perspectives,single-dimensional and multi-dimensional respectively.After theoretical analysis of the mechanism of public education investment in alleviating relative poverty,conducted an empirical research on the effect of public education alleviation of relative poverty in rural areas.The empirical results are as follows:Firstly,there is still a certain proportion of relatively poor people in rural areas in our country.There is a clear gap between the single-dimensional relative poverty rates and multidimensional relative poverty rates in different regions.Especially in the western region,the relative poverty of single-dimensional and multi-dimensional are higher than other regions.At the same time,it can be clearly seen that the rural single-dimensional and multi-dimensional relative poverty levels in various regions have shown a decreasing trend with time.Secondly,public education investment has a clear alleviation impact on both singledimensional and multi-dimensional relative poverty.For single-dimensional relative poverty,the mitigation effect of public education investment on relative poverty is affected by the quality of education.When the quality of education is lower than the threshold,the poverty reduction effect of public education investment is not significant.For multi-dimensional relative poverty,the mitigation effect of public education investment is affected by its own investment level.When the level of public education investment is low,additional public education investment can significantly alleviate multi-dimensional relative poverty.But when the public education investment exceeds the threshold,the above-mentioned poverty reduction effect becomes insignificant.At the same time,the average years of education will also affect the role of public education investment in alleviating multi-dimensional relative poverty.When the average years of education is higher than the threshold,the alleviation effect of public education investment on rural multi-dimensional relative poverty is weakened,and it changes from significant to insignificant.Multi-dimensional relative poverty alleviation effects of public education investment under the influence of education quality as follows: After the quality of education crosses the threshold,The mitigation effect of public education investment on rural multidimensional relative poverty will be weakened.
