Scientific and technological innovation is a major driving force for the development of human society.Scientific and technological innovation depends on the continuous and in-depth exploration of scientific research activities,and scientific research funds provide stable financial support for scientific exploration.However,in terms of the expenditure,researchers have always reported on different occasions that it is difficult to reimburse scientific research funds,and they believe that the daily cumbersome reimbursement activities of scientific research funds restrict their hands and feet.Colleges and universities have always been the significant positions for science and technological innovation,and subordinate colleges and universities have always been the indispensable status for the investment of national scientific research funds.Scientific research activities are particularly active,the diversity of capital sources and the complexity of the management environment determine that scientific research fund management activities have a certain representation.To study the realities run into the management of scientific research fund reimbursement,which will help to explore the operation mechanism of scientific research funds reimbursement management that in line with research activities rules,has a positive effect on improving the level of financial management of scientific research in colleges and universities.At the same time,elevating the ardor of research personnel to engage in innovative activities.This paper starts from the policy background of "streamline the government,delegate power,and improve government services" for scientific research funds,combining theory with practice.First of all,after clarifying the concepts related to scientific research funds,under the advice of principal-agent theory,financial supervision theory,mechanism design theory and other related theories,it establishes a theoretical research frame of the influencing factors of scientific research funds reimbursement management in colleges and universities.Secondly,taking S University which deployed by the Ministry of Education as a specific research case,using a questionnaire survey to investigate the existing circumstances of research funds reimbursement for S University,and the intention is to draw the problems encountered in research funds reimbursement management for S University,mainly focusing on the various and trivial systems,low efficiency of information transmission,single supervision mode and weak awareness of standardized use.Then,it analyzes the dilemma of reimbursement management of scientific research funds from the angles of lack of scientific system design,imperfect information mechanism,incomplete supervision mechanism and insufficient individual self-discipline.After the above empirical demonstration,the successful experience of domestic universities in the management of scientific research funds reimbursement and the mature scientific research funds management experience of foreign universities are used for reference.Eventually,based on the political angle of "streamline the government,delegate power,and improve government services" for scientific research funds,It is necessary to solve the problem of reimbursement management of scientific research funds in S universities from the aspects of improving the management system of scientific research funds,improving the efficiency of reimbursement information transmission in multiple ways,optimizing the special supervision mode of scientific research funds,and enhancing the self-discipline of individual scientific research funds management.It provides reference value for other universities to iron out the difficulties of reimbursement of scientific research funds,and promotes the country’s innovation and development.
