With the deepening of the strategy of the reform of “decentralization,management,service”,China attaches increasing importance to scientific and technological innovation.The reform has also been listed as one of the important contents of the current scientific research management system reform.University as the important place of scientific research and development in our country,how to implement the series of policies of “decentralization,management,service”,how to catch and take over the devolved rights,how to eliminate the restriction of onerous and redundant management process on the benefit of capital use and normal scientific research activities,release the vigor of scientific research,and how to build the service-oriented management mode under the new situation have become the key and difficult points in the management reform of various colleges and universities at present.Based on the Shanghai H university of “decentralization,management,service” reform to explore the action research,research H university under the background of “decentralization,management,service” reform,take the reimbursement process optimization,the financial secretary system and a series of measures of effectiveness,problems still exist in the management process,analyze reasons behind,and explore the management measures for the implementation of process optimization.Firstly,this study introduces the research background,and discusses the related concepts of research fund management,“decentralization,management,service” reform and process optimization through literature review.Secondly,taking the process management theory as the core and the principal-agent theory,collaborative cooperation theory and new public service theory as the theoretical basis,this paper makes an in-depth analysis of the mode,policy change and characteristics of management process optimization based on the policy of “decentralization,management,service” in universities.Then,take H university as an example to study the exploration of “decentralization,management,service”.Through questionnaire survey and interview research,this study found the problems in the three key management processes of claiming,using and concluding funds in H universities,and found that the main causes of the problems are: solidified management thinking and lack of service consciousness;The process design lacks integrity and the information transmission channel is single.The budget control is weak and the whole process supervision mechanism is missing.The existing professional team cannot meet the management needs;Information level is not high,cross-department system information interaction is not smooth.Finally,this study puts forward countermeasures from three aspects of management concept,management process design and process operation guarantee.Namely,the management concept should be updated and the system construction should be deepened.In the design of management process,the key process of scientific research fund management is optimized again.In terms of the operation guarantee of the management process,we can strengthen the full-time team construction of the financial secretary,promote the information construction of the management of university research funds,improve the financial internal control system,and enrich the publicity channels of financial policies and service guidance methods.
