| In recent years,with the rapid rise of platform economy,sharing economy and other economic models,various new forms of employment emerge in endlessly.The development of new forms of employment has created a large number of jobs in the labor market,and has played an important role in improving the quality of employment,increasing employment channels,and broadening income channels for residents.At the same time,due to the constraints of the new employment form,such as complex employment methods,fuzzy labor relations,and the existing social security policies are difficult to adapt to it,the social insurance coverage of this group is seriously insufficient,and there is a large gap with the regular employees who participate in the social insurance of employees.The "fourteenth five year plan" clearly puts forward that "building a social security system covering the whole people and promoting the high-quality and sustainable development of social security" is the general goal of China’s social security development,which separately lists the need to improve the social insurance system for new forms of employment.Therefore,in view of the social security problems of workers in new employment forms,how to provide them with effective social insurance and bring more workers in new employment forms into the social insurance system has become an important task for China to promote the expansion of social insurance coverage,improve the multi-level social security system and promote the high-quality development of social security,which needs to be solved urgently.In order to understand the basic situation of social insurance for workers in the new employment form,this paper takes Changchun meituan take out riders as the research object,makes an in-depth study on the social insurance coverage of workers in the new employment form,and puts forward feasible measures to promote the social insurance coverage and improve the insurance level of workers in the new employment form on the basis of full research.This paper first introduces the research background and significance of insufficient social insurance payment caused by unclear definition of labor relations among workers in new employment forms,and focuses on the basic concepts and theoretical basis related to it.Then,taking Changchun meituan take out riders as an example,through questionnaire survey and field interviews,it is concluded that this group has the following insurance problems,such as low signing rate of labor contracts,low overall social insurance coverage rate A series of problems,such as a large gap with the insurance level of on-the-job workers,low willingness of workers in the new employment form to participate in insurance,and the failure of most platforms to pay social insurance.The reasons for the problems are analyzed from the aspects of labor relations,social insurance system,responsible subjects,etc.Secondly,by learning from the practical experience of foreign workers’ participation in social insurance in new forms of employment,we should improve the recognition standards of labor relations,protect new employment groups from participating in social insurance,enhance the inclusiveness of the social security system,and expand the coverage of social security.Finally,in view of the problems existing in the new form of employment workers’ participation in social insurance,this paper puts forward feasible measures for the new form of employment workers to participate in social insurance: first,scientifically define the identification standards of labor relations and improve labor laws and regulations;Second,promote the innovation of social insurance system,including expanding the effective supply of social insurance system,breaking the registered residence barrier,improving the payment level of social insurance benefits,optimizing social insurance agency services and other specific measures;Third,multiple entities should cooperate to promote the participation of workers in new employment forms in social insurance,including measures such as the government should innovate the way of supervising the employment platform,the platform should bear the responsibility of the employment subject according to law,the trade union should strengthen the protection of new employment groups,and workers should improve their awareness of safeguarding their rights. |
