| Urban community governance is an important aspect of grassroots governance,an important part of social governance,and an important support and deep foundation for national governance.However,the accelerated urbanization process has made community governance problems emerge day by day,especially the community environment governance is urgent.Separation of household waste is the first step to actively deal with community environmental problems and an effective way to promote sustainable development of environmental governance.Residents are not only the source of household waste,but also the front-end subject of waste separation.As a "young team" among the elderly,the low-aged elderly group in the community has rich life experience and enthusiasm and vitality,so mobilizing them to participate in community governance is not only the national "14th Five-Year Plan" advocating the "construction of The mobilization of their participation in community governance is not only the general trend of "building a social governance community where everyone is responsible,everyone does his or her part and everyone enjoys it" advocated by the national 14 th Five-Year Plan,but also in line with the positive view of aging advocated by the national planning for the development of the aging cause and the elderly service system,and moreover,it is in line with the national strategy of actively coping with the aging of the population proposed by the Fifth Plenary Session of the 19 th Central Committee.However,due to the influence of their own and external environment,the participation of the elderly in environmental management,especially in their own household waste sorting,is not ideal.Based on the above background,this paper conducted a study with the low elderly in Qingdao’s T community,guided by the theory of planned behavior.The study found that,in terms of behavioral attitudes,the elderly were not motivated to categorize;in terms of subjective norms,the family,neighborhood and community lacked motivation to influence the elderly to categorize;in terms of perceptual behavior control,the elderly were not capable of categorizing themselves.The study also analyzed the factors influencing the sorting behavior of the elderly,proposed the direction of behavioral intervention,and carried out nine interventions based on three stages using the professional method of group work,which helped the elderly increase their awareness of sorting interests and sorting consciousness,enhance the motivation of sorting influence,master the knowledge and skills of sorting,and finally improve their sorting behavior.The group evaluation found that the professional approach of group work had a significant effect on the improvement of the behavior of the elderly in sorting garbage,and the targeted diversified activities,the setting of milestones,and the establishment of volunteer teams all enhanced the effectiveness of the activities.Of course,there are some limitations of the group work intervention,including the difficulty to ensure the stability and continuity of the activity effect and the lack of external environment intervention.In response to the shortcomings,the author tentatively proposes to provide comprehensive services by combining community work methods,vigorously cultivate team leaders to help the long-term mechanism be robust,provide continuous and efficient social work follow-up services,and establish a sound supervisory and management system,in order to provide some realistic references for future related research. |
