A Study On Community Care Support Network Construction

With the rapid development of the market economy and the reform of social welfare system,the risks faced by the vulnerable are constantly rising.As the transition of the community system and reduction of family size,in addition to the traditional support from the government and family,community has become more and more important in caring the vulnerable.Our country has provided many kinds of social services,especially for the elderly and the disabled in community while trying to mobilize the power of government,market and society,and social work plays an important role in the vulnerable-caring services.With contrast of the present research and practice of community care which focuses more on the involvement of the individual level,this study is conducted from the community level,focuses on community care which practices as the important part of community social work,pays attention to the living of vulnerable groups and the community development,to study the practice of community care support network construction.This study is based on the theories of community care and social support network theory,taking S street in Guangzhou as a case,which reviews the development situation of community care project at S street and concludes the process of community care support network construction,through field observation and interviews with the managers and social workers of the social work station,government staffs and the service object.This study suggests that the construction of community care support network should start from the overall vision of the community.Firstly,social workers should find out the care needs at the community level,strengthen resource mobilization,integration and utilization,and improve the density of formal support network;secondly,improve the community’s caring ability,strengthen the informal support network;finally,strengthen the contact and support to the service teams,maintain the stability of the network.Through the construction of community care support network,community care can be more fully based on the community,the services at the individual level and community level can be combined to form a set of community care services system.In this process,social workers play multiple roles,such as resource allocator,community enabler and cooperation maintainer,and play an indispensable role in the construction,operation and maintenance of community care support network.
