Study On Social Workers Intervening In The Incubation Of Community Volunteering Organizations

At present,community residents’ awareness of subjectivity and participation is gradually increasing,the content and level of community residents’ needs are becoming more and more diverse.As an effective way for residents to participate in community governance and community construction,community volunteering organizations not only have the advantages of the masses,but also fully stimulate the vitality of residents.The "14th Five-Year Plan" for the Development of Social Organizations issued by the Ministry of Civil Affairs in 2021 calls for more efforts to cultivate and incubate community volunteering organizations,so that volunteer service can play a greater role in community governance.This study takes the "Voluntary Service Post Development Plan" project of Wuhan B community as the analysis object,and uses the methods of participatory observation,questionnaire survey,and semi-structured interviews to collect the relevant data of social workers’ participation in the project.The three stages in the early,middle and late incubation period summarize the process of social workers participating in the incubation of community B volunteering organizations.Secondly,analyze the dilemma of social workers participating in the incubation of community B volunteering organizations through the content of the interviews.Finally,in order to alleviate the specific difficulties in the incubation of community volunteering organizations in community B,this study introduces the "five social linkage" social work model,and proposes action strategies for social workers to intervene in the incubation of community volunteering organizations.The first is to clarify the role of each subject under the "five social linkage" model.Secondly,it summarizes the action process of social workers in different regions participating in organizational incubation,that is,improving organizational vitality through resource links,carrying out professional training to improve organizational professional skills,assisting planning activities to improve organizational service capabilities,and improve service quality.The mechanism promotes the standardized management of the organization,and the policy publicity strengthens the construction of the organization system.The third is to put forward the following improvement strategies under the social work model of "five social linkage" : social workers link the community to maximize the integration of resources;social workers contact community volunteers to lead the organization to develop towards professional diversification;social workers link community volunteer service agencies to establish Effective hatching management model.
