The establishment of teachers is based on the principle of “Every entrance must be taken”.The organization owned by the teachers in the organization is the Enterprise Organization,that is,the teachers in the organization are the staff of the institution,and the non-teachers in the organization are the temporary staff or the contract workers.Teachers are the engineers of human souls,the disseminators of knowledge and civilization.Ten years of trees and a hundred years of people.Teachers have never been a profession that directly creates value for society.Teachers’ profession focuses on teaching and educating people.Therefore,the responsibility on him is both to impart knowledge and to mold the soul.The management of teacher establishment is related to the interests of every teacher engaged in the front-line education and teaching.The improvement of education equity and education quality can not be separated from scientific management of the establishment of primary and secondary schools,the outline of the national plan for Medium-and Long-term Education Reform and development(2010-2020)sets out the relevant requirements for the management of the staffing of primary and secondary school teachers,paying attention to the management of primary and Secondary School Teachers’ establishment plays an important role in promoting educational equity and the balance of teachers’ strength.Therefore,this article attempts to start from the angle of public management,through the analysis of the current situation of the establishment and management of the teachers in the primary and middle schools in Z city,through interviews and questionnaire surveys,the author obtains the existing problems in the establishment of the primary and middle schools in Z city,and analyzes its reason,take the reform Z city elementary and middle school teacher establishment management mechanism,the improvement promotion establishment examination reference standard,as well as the reform innovation establishment management operation system way as three main lines,point out the corresponding solution strategy opinion.On the premise of ensuring the scientific and sound faculty establishment in the city of Z,we should insist that the faculty establishment should be reduced but not increased,and in accordance with the development requirements of the basic compulsory education.
