Strengthening the management of staff quota is to consolidate the party’s ruling status and a basic work of perfecting our country’s regime construction.Primary and middle schools as the educational department of the public welfare institution,whether the management system of teachers’ staff quota is perfect,scientific or not determines the quality of school education and the public service quality of the government.GC geographical restrictions and the imperfection of the management system of staff quota lead to the in adaptation of the original staff quota and the development of teachers.Moreover,there have been many problems.For example,the standard of staff quota is not scientific,the absence of teaching staff and structural management of the over-staff exist simultaneously,teachers’ quality is not high,complement and quit mechanism is inadequacy.They have affected the development of education in GC area.From the perspective of establishment management of staff quota in public institutions,this study is guided by education equity theory,human resource management theory in public department and public service theory.Besides,based on relevant policies and regulations of staffing management,this research discusses the composition,implementation,problems and countermeasures of the staffing management system.After clarifying the related system of the management of teachers’ staff quota,the author will find out the core problems according to the implementation of each system and put forward the corresponding countermeasures.The content of this paper includes the theoretical basis of the management system and the teachers’ staff quota in primary and middle schools,composition of teachers in GC,the present situation of the establishment and management system,existing problems and causes,related system construction at home and abroad,countermeasures and suggestions for solving existing problems.Based on the investigation results of education development in this region,we hope to establish scientific standards for staff establishment,dynamic staff-quota system,strict establishment supervision,inspection system and solve problems such as unreasonable staff structure,unbalanced allocation of teachers between urban and rural areas and unsound mechanism for teachers’ advance and retreat.Only in this way can we realize maximum benefits for teachers’ development so that the government will reasonably allocate education resources and improve teaching quality.Thus the measures will promote the compulsory education in the region to achieve great development. |
