Research On Collaboration Of Governance Tools In Online Fund-Raising Governance

As a product of the Internet era,online fund-raising has developed rapidly with its outstanding advantages,making up for the shortcomings of traditional fund-raising methods.However,it is also accompanied by many behavioral anomalies in the barbaric growth stage.Tool coordination is an inherent requirement for effective governance of online fund-raising,and how to coordinate among governance tools is a topic that needs further study.This paper takes the collaborative governance theory as the theoretical basis of tool collaboration in online fund-raising governance,sorts out the core content of the theory,and probes into the implications of the theory on governance tool collaboration.Based on the governance practice of online fund-raising,from the perspectives of law,government,platform and the public,combined with the characteristics of practice,governance objectives,mandatory degree of governance tools and other factors,the governance tools of online fund-raising are divided into regulation tools,information tools,voluntary tools and social tools.This paper expounds the realistic ways of coordination of network fund-raising governance tools from two aspects: necessity and reality.Since platform self-discipline measures are an unavoidable focus,this paper selects the industry-renowned service platform "Water Drop" and analyzes its typical cases of non-compliance and self-discipline measures in order to better explore the content related to the coordination of online fund-raising governance tools.The study found that governance actors cooperate with governance tools driven by hot events,self-interest demands and tool characteristics.With the ideological consensus,institutional advantages,and sharing of governance rights among collaborative actors,coupled with the collaboration of technical empowerment and support tools,the collaboration of governance tools for online fund-raising should be problem-oriented,clarify governance goals,and grasp the collaborative process of governance tools.In reality,the coordination of tools is reflected in: the coordination of external forces to promote industry self-discipline and strengthen external supervision;the coordination within the industry in the use of tools,and the platform’s self-regulation in online fund-raising projects;the government and the platform jointly punish false fund-raising behaviors and The participation of social forces in the fund-raising process.Finally,comprehensive supervision,functional complementarity,information sharing,and joint punishment are formed to meet the needs of governance.Due to the lag of laws,the limitations of voluntary tools,and the limitations of governance issues,there are problems such as insufficient participation of actors,insufficient supply of regulatory tools,and limited review mechanisms in tool collaboration.Finally,aiming at the shortcomings,some optimization suggestions are put forward from the aspects of perfecting the structure of governance actors,improving the adaptability of governance tools,adjusting the balance of tool system,grasping the application process of tools,and cultivating the awareness of trust and cooperation mechanism.
