| In 2021,the notice on regulating public schools to hold or participate in private compulsory education schools jointly issued by the Ministry of education,the central editorial office and other eight departments was clearly proposed,which has helped ease the educational burden and anxiety of families to some extent,but has raised the stakes for basic education school governance and for public schools to improve quality and efficiency.As a form of school governance,the private-sector model of public schools can alleviate the shortage of development resources of weak schools and expand the autonomy of schools in the compulsory education stage,as well as to meet the diverse needs of the people in education and so made a huge contribution.At the same time,the public school private model also induced some social contradictions and social problems,increased the burden of education,by the official concern of society.Therefore,it is necessary to analyze the dilemma of“Public-private” school governance model,and explore solutions.This paper comprehensively applies the methods of literature,case analysis and interview to explore the practical difficulties and relief countermeasures faced by "public and private" schools.Public and private schools are a new mode of cooperative education supply between the public sector and the private sector.Introducing the private sector into the public education system is conducive to innovating the driving force of development,breaking through the quality bottleneck of public schools and realizing complementary advantages.However,the disadvantages of this model have caused serious damage to the educational ecology and have become a social problem that can not be ignored.It is imperative to standardize the "public and private" schools.In fact,the "public and private" schools themselves have a realistic dilemma that is difficult to reconcile,which is manifested in the contradiction between the profit-seeking nature of education and the public welfare of education,the professionalism of the private sector restricts the effectiveness of running schools,and the boundary of rights and responsibilities between public and private is not clear;The causes of the above difficulties come from many aspects,such as cultural level,practical level,institutional level and so on.The causes of cultural level include the limitation of traditional concept and the lack of understanding of new business model;The causes of practice include the vague definition of public-private relations and the unclear relationship between responsibility and power;The reasons at the institutional level are that it is difficult to carry out institutional coordination between public welfare and profit seeking,and it is difficult to realize institutional fairness between fairness and efficiency.At the beginning of the development of "public camp" schools,the above problems have buried potential risks.In view of the difficulties and causes that “Public-run and private-run” schools are facing,this paper suggests that the following measures can be taken to alleviate them: firstly,returning to the public-welfare nature of the compulsory education,specifically changing the concept,recognizing the unique value of public-private cooperation,coordinating the relationship,rationalizing the power-responsibility relationship between public and private,reaffirming the direction,implementing the responsibility of“Connecting the preceding and the following”,and secondly,improving the school-running ability,to optimize the school management system,activate the vitality of teachers,explore the way of running schools in groups,release some autonomy in running schools,and ensure the fairness of compulsory education,specifically,it aims to strengthen and strengthen the party’s overall leadership in education,ensure the nature of public goods in compulsory education,and establish a sound supervisory mechanism. |
