Research On The Operation Mechanism Of Government Purchase Of Public Employment Training Services From The Perspective Of Collaborative Governance

Public employment training is the key to improve the employability and skill level of workers and an important method to solve the structural contradiction of employment.The government’s purchase of public employment training services introduces specialized training services and market-oriented competition mechanism,which is an innovation of the supply mode of public employment training services and conducive to optimizing the allocation of public employment training resources.However,in the operation of government purchasing public employment training service,there are some problems such as lack of coordination among suppliers,inconsistent motivation and imperfect guarantee mechanism.Therefore,it has become the core issue of this paper to construct an effective operation mechanism for the government to purchase public employment training services and realize the cooperative governance of multiple subjects.From the perspective of collaborative governance,this paper takes the operation mechanism of government purchase of public employment training service as the research object,solves the link problems in the operation of public employment training service,and gives full play to the collaborative governance role of multiple subjects.Taking the specific practice of purchasing public employment training services in county as an example,the paper analyzes the problems existing in the operation mechanism such as multiple subjects,value culture,guarantee mechanism,supervision and management,evaluation and assessment from the aspects of collaborative subjects,collaborative value,collaborative ability,collaborative behavior and collaborative effect in collaborative governance.And put forward the path to perfect the government purchase public employment training service operation mechanism,in order to provide theoretical and practical reference for the government purchase public employment training service operation.The paper argues that the operation process of collaborative governance through government purchase service with the participation of multiple subjects is the process of bringing together the advantages of collaborative subjects and optimizing and integrating the resources of subjects,which can expand the supply of public employment training service and improve the effect of training service supply.
