| Discipline is the leader of university construction,and discipline governance is an inevitable problem in the process of construction and development of local universities.How to break through the bottleneck of discipline construction and development in local colleges and universities,change the current situation of low efficiency of discipline governance,and then promote the effective construction and sound development of disciplines in local colleges and universities,is a question worth exploring.Constructing a scientific discipline governance system and its effective operation mechanism is the fundamental way to deal with the dilemma of the discipline construction and development of local universities and improve the academic governance system of local universities.Scientifically constructing a discipline governance system is the "bull nose" to improve the discipline governance capability of local colleges and universities.By examining the discipline construction and management system of medieval universities,the construction of the discipline governance system of modern Western universities,and the construction basis and constraints of the discipline governance system of local universities in China,the common characteristics of the construction of the discipline governance system in universities can be analyzed.This paper puts forward the basic construction path of the discipline governance system of local universities in China,which mainly includes two types: "top-down" and "bottom-up".Improve the subject decision-making structure and build a scientific and orderly decision-making process.The key to scientifically constructing a discipline governance system lies in the legitimacy and rationality of its "governance system" itself.Therefore,it is necessary to systematically explore the legitimacy elements of the construction of the discipline governance system in local universities from the ought level,and then analyze the legitimacy dilemma of the discipline governance system in local universities from the actual level.It lies in: increasing the input of disciplinary resources to create a disciplinary community culture;building a decentralized governance mechanism to promote the joint participation of all subjects;improving relevant systems and regulations,and establishing and improving various related mechanisms.Closely related to the construction of the discipline governance system in local universities is the operation of the system,that is,the operation structure and operation mechanism.In the horizontal framework,special committees should be set up according to the categories of different disciplines;in the vertical framework,according to the actual situation of local colleges and universities,academic committees at all levels of the school-college-department can be set up,and interim affairs committees for disciplines can also be set up to supplement.The construction of the operation mechanism of the discipline governance system in local universities must first pay attention to the constituent elements of the discipline governance system in local universities,and analyze the constituent elements in the logical sequence of the development of things from "starting point-process-end point".Afterwards,by examining the operational status of the discipline governance system in local colleges and universities,examining the completeness and rationality of the operational mechanism,and then analyzing the problems it may cause.Finally,it proposes the start-up path of the operation mechanism of the discipline governance system in local colleges and universities,and plans the follow-up path according to the implementation situation,so as to promote the further improvement of its operation mechanism,and carry out self-maintenance and diffusion. |
