With the advancement of the internationalization and popularization of higher education,China’s higher education faces new challenges.In order to establish the level of higher education that is in line with international standards and to cope with the problems caused by the expansion of higher education,the government proposes the comprehensive reform of higher education,the improvement of the internal and external governance structure,the realization in the modernization of the governance level and the construction of a modern university system.In the process of building a modern university system in China,the common problem is that the current governance structure is mainly characterized by a high degree of centralization at the faculty level and a lack of autonomy in running faculties;The internal power of the faculties is concentrated in the Party and government system.Teachers and other groups are on the edge of power and cannot participate in the decision-making process of maj or issues in the faculty,which leads to other voices rarely being reflected.At present,some colleges and universities have realized the problems in the governance structure and adopted measures to improve it.Many universities have carried out the“institution is the entity”reform which aimed to perfect the university-faculty relationship.The academic circles also have a relatively rich exploration of the governance structure of higher education from the perspective of the state,universities,and faculties,laying a solid foundation for the related research of university governance.However,after reviewing the existing theoretical and practical foundations,it is found that theoretical research focuses on the governance at the university level and the internal governance of the faculty.There is a lack of research on the internal and external departments of the faculty as a whole.At the same time,the practices were mainly focus on the relationship between the faculties and universities.And there are fewer improvements to the channels and systems for teachers,students,and social person to participate in governance.This study believes that it is necessary to open up the problems existing in theory and practice,and conduct a holistic and systematic study on the university-faculty relationship and the internal governance of the faculty,thereby constructing a new type of university-faculty relationship,the internal governance relationship of the faculty,and improving the internal and external governance structure to achieve effective faculty governance.In view of the problems existing in reality and the shortcomings of theoretical research,this study will focus on the research question of "how to improve the governance structure to achieve effective faculty governance".First of all,according to the theoretical development context,the related research on higher education governance theory,university governance theory,and faculty governance theory is systematically sorted out.Second,this study traces the evolution of stakeholder theory and co-governance theory as a methodological guide,discuss the appropriateness of faculty governance,and extract the governance elements of the faculty through the combination with the actual faculty governance.Third,the study is based on field interviews and questionnaire surveys,in the form of multi-case mixed studies,single case analysis,and questionnaire analysis.It sorts out and extracts the key problems existing in the current faculty governance structure.Fourth,through the case analysis of typical universities in the United States,Britain,and Japan,it sorts out the characteristics of foreign faculty governance.Fifth,refine the experience for referencethrough the case study on the governance structure of domestic "faculties as special zones" and "pilot faculties".Finally,under the guidance of stakeholder theory and co-governance theory,combined with the problems found in the case and questionnaire,as well as the characteristics of domestic and foreign faculties,put forward some policy suggestions in university-faculty relationship,Party-government-teacher relationship,and other stakeholders’ involvement to perfect faculty governance structure of China.
