| The Olympic Games is the highest achievement of world sports.Its holding brings stronger social influence.It is not only conducive to the shaping of national image,but also an important embodiment of comprehensive national strength.At present,China is in a steady rising stage of economic development.Hosting the Winter Olympic Games has become an important opportunity to improve international influence and further promote development.Overall,the scale,international influence,participants,and the types and quantity of catering materials required for the Winter Olympic Games have shown a rapid growth trend in recent years.Among them,as an important guarantee measure for the events,the management of warehousing and logistics has always been an important issue in the process of organizing previous events.Most of these management problems stem from the decision-making and implementation process of the organizers led by the government in relevant fields.As the host of the Winter Olympics for the first time,China is also facing new challenges in this regard.Zhangjiakou is in a relatively backward economic position in Hebei Province and even the whole country.The Winter Olympic Games is not only a once-in-a-lifetime opportunity for the economic and social development of Zhangjiakou,but also a severe challenge faced by the local government.Under the conditions of long preparation time,short competition time,large demand and scattered competition venues,it is necessary to deploy the overall work of warehousing and logistics to ensure the smooth and safe supply.By studying the implementation process and results of government decision-making in the warehousing and logistics guarantee of Zhangjiakou competition area of Beijing 2022 Winter Olympic Games and winter Paralympic Games,this paper analyzes how the local government of Zhangjiakou,a fourth tier city,can better implement the government decision to deal with the problems and challenges in the warehousing and logistics work of the Winter Olympic Games when facing the large-scale international sports event of the Winter Olympic Games.Firstly,using the method of investigation and analysis,this paper collects the specific actual situation of warehousing and logistics work in Zhangjiakou competition area of Beijing 2022 Winter Olympic Games and winter Paralympic Games before,during and after the competition,understands the role played by various functional departments,enterprises and employees in warehousing and logistics work,and focuses on the planning,purpose and final implementation effect of government decision-making.It is concluded that there are some problems in the decision-making and implementation of warehousing and logistics guarantee in Zhangjiakou competition area,such as the lack of compact cooperation between enterprises and government decisions,the high pressure of warehousing and logistics in Zhangjiakou competition area for the Olympic Games,and the weak decision-making and implementation of local functional departments.The first reason is that the pressure of government financial allocation is great,which reduces the enthusiasm of enterprises to cooperate;Second,lack of experience in functional departments and difficulties in decision-making and implementation;Third,the layout of local industrial structure is backward,and there is great pressure to undertake the warehousing and logistics of the Winter Olympics.Secondly,through the case analysis method,taking the warehousing and logistics work of several Olympic events as an example,this paper further analyzes the overall coordination and command of the government led warehousing and logistics support work of the Olympic Games,as well as the key role of government decision-making and its experience.Finally,based on the above research,the paper focuses on the decision-making and implementation experience and exploration of Zhangjiakou competition area government and relevant responsible departments to solve the problem of warehousing and logistics support,and draws relevant research conclusions and policy suggestions. |
