Energy is an essential material for human life and the basis of economic development.Saving resources and protecting the environment has become China’s basic state policy. With the increase of college students year by year, the endless waste phenomenon on campus restricts the development of green campus in our country. On the basis of consulting a large number of relevant literatures,it is found that there are many problems such as unscientific, lack of feedback mechanism and lack of energy saving awareness among staff in colleges and universities. At the same time, most of scholars’ researches are limited to the behavioral strategies of a single stakeholder, and lack of interactive research on stakeholders. This paper explores the governance path based on the interactive behaviors of energysaving stakeholders in colleges and universities, analyzes the shortcomings of energy-saving management in colleges and universities in China, and gives suggestions on how to improve the energy-saving management system in colleges and universities in China.First of all, according to the international and domestic background of energy conservation construction in colleges and universities and the current situation of energy conservation management in colleges and universities in China, this paper expounds the urgency of energy conservation and emission reduction in colleges and universities in China, and explains the reasons for the poor energy conservation and emission reduction in colleges and universities in combination with relevant theories, and lays a foundation for the implementation of energy conservation and emission reduction management.Secondly, through the analysis of a large number of studies on campus energy conservation by existing scholars, the main stakeholders of this study are defined, and the role positioning and behavioral strategies of the three core stakeholders involved in the energy conservation and emission reduction management of colleges and universities, property management and students in the stakeholder structure analysis of energy conservation organizations are analyzed.Thirdly, based on the above analysis, the evolutionary game model of interest subjects is constructed, and the game relationship and influencing factors between energy conservation and emission reduction behavior subjects in colleges and universities are deeply discussed. Then, numerical simulation of important parameters in the game model is carried out to verify the correctness of the model, and scientific and reasonable suggestions are put forward. Finally, according to the results of the evolutionary game, the energy conservation regulation mechanism model of colleges and universities is established for the arrival of the evolutionary ideal path, and the results of this paper are applied into practice. This paper studies energy conservation and emission reduction in colleges and universities from the perspective of stakeholders, which is a supplement and improvement of previous studies on campus energy conservation, and also provides new ideas for public governance in colleges and universities. At the same time,in order to build a conservation-oriented society,it is necessary to build conservation-oriented colleges and universities. The research on energy conservation and emission reduction based on the perspective of stakeholders is the internal requirement of cooperative governance of colleges and universities and even the whole society, which has important social and educational significance for the construction of green universities and a conservation-oriented society.
