| The establishment of the vocational skills level system is an important step for the government to reduce the intervention of micro affairs and promote the construction of a socialized talent evaluation system in the context of the reform of the vocational qualification certificate system.For a long time,China’s vocational qualification certificate system has been plagued with problems,which obviously hindered the development of skilled talents.In2019,Premier Li Keqiang requested at an executive meeting of the State Council that all vocational qualifications in the category of skill personnel level evaluation should be withdrawn from the National Vocational Qualification Catalogue and a vocational skill level system should be established to take over its evaluation function.N city of Sichuan province has been promoting the construction of vocational skill level system since 2020,and has carried out a series of practices under the guidance of national policies.This paper observes the current situation of the construction of the vocational skill level system in N city of Sichuan province from the perspective of service-oriented government and "vocational belt" theory,and finds that N city has promoted the system effectively through the cleanup of vocational qualifications and the transformation of the implementation department,the vigorous promotion of the filing work of evaluation agencies,the strengthening of the quality management system of skill recognition,and the implementation of the support guarantee for skilled talents.The city has promoted the effective articulation of the system,improved the quality management of skill recognition,and stimulated the enthusiasm of skilled talents.The work achievements are outstanding,but there are also certain practical problems.After conducting in-depth interviews with 14 interviewees in N city and field research on relevant departments,I found that there are still problems of low public awareness,low quality of skill recognition assessment,loopholes in certificate management,low enthusiasm of relevant departments and insufficient basic supporting guarantee in the system construction in N city.The reasons for this are mainly due to the lack of policy propaganda,unsound quality management system,lack of cross-departmental coordination,insufficient motivation for the development of each department,and insufficient resource input.This paper combines the advanced experience of three regions and the actual situation of N city,and proposes countermeasures from five aspects: system construction,organizational transformation,platform construction,synergy and cooperation,and resource investment. |
