Research On The Internal And External Supervision Mode Of The Five Cooperatives’ Linkage Project

In recent years,with the development of social governance,the level of community governance continues to improve.Through the participation of new partners,the Three Cooperatives’ Linkage Model has been upgraded to the Five Cooperatives’ Linkage Model.In order to integrate social resources,the government adopts the method of public service outsourcing and introduces social work to carry out the Five Cooperatives’Linkage service project.Providing social work supervision,on the one hand,helps to improve the quality of social work services,and on the other hand,can respond to the administrative management’s accountability needs for social services.In this context,this paper explores the supervision mode of the Five Cooperatives’Linkage service project in J Street,pays attention to the operational difficulties of the project social worker supervision level,analyzes the reasons and proposes countermeasures,in order to improve the supervision service of the five-community linkage project and give play to the role of the five-community linkage in grass-roots governance.In this paper,we conduct interviews with project social workers,supervisors,community directors and workers of the Five Cooperatives’Linkage service project in J Street,and analyze the project supervision based on the participation and observation method.Firstly,the supervision needs of the project buyer,the undertaker and the landing party are analyzed to discuss the current situation of the project supervision in J Street,and the supervision method,content and supervisor role are analyzed,and it is found that the project supervision presents an internal and external supervision model.External supervision is divided into expatriate supervision and external supervision,expatriate supervision conducts monthly administrative supervision of the project,external supervision is provided by university teachers,experts,to provide education and support supervision for project social workers,and the form of supervision is institutionalized and evaluated according to indicators.Internal supervision is a kind of non-institutional supervision,which is performed by the manager of the institution,and there is no clear time and form of supervision.Through the comparative analysis of internal and external supervision functions,it is found that they are complementary in function.However,there are deviations in the supervision function,which makes the internal and external supervision model have problems in operation,mainly in the consistency of the administrative content of external supervision and the single form of educational supervision;the internal administrative supervision content pays attention to the "quantity" of services rather than "quality",and the lack of practicality of educational supervision.Analyzing the reasons for the existence of the problem,there are not only the factors at the supervision level such as the lack of ability of the supervisor himself,the ambiguous positioning of the dual role of the street supervisor,but also the lack of professionalism of the project undertaking institution itself,and the impact of the project system making the supervisor pay more attention to the project.In view of the analysis of existing problems and causes,at the end of the article,suggestions for improving internal and external supervision are proposed,and it is proposed that the interaction between internal and external supervision of the project should be strengthened,and a functional complementary internal and external supervision model should be built to play the role of internal and external joint supervision.
