As the main vehicle for providing public welfare services in economic and social development,institutions play a pivotal role in the process of socialist modernization in China.As the front-runner and forerunner in the development of education in the country,education institutions take on the important responsibility of teaching and educating people,and are the backbone of training talents for national productivity and economic development.Performance appraisal as the main tool of personnel appraisal,as the main tool of personnel management,aims to help the education industry and staff to develop and progress together.However,for educational institutions in Yanchi County,due to the limitations of its region and the lack of awareness of its personnel,not enough attention is paid to performance appraisal,and the design of the appraisal index is too general,which affects the effectiveness of performance appraisal and fails to play an incentive role.Therefore,it is particularly important and urgen to design and optimize the performance appraisal of technical personnel who bear the main responsibilities in the educational institutions in Yanchi County,so as to maximize the promotion of local education and even the development of education in Ningxia.This paper takes the performance appraisal of professional and technical personnel of education in Yanchi County as the research object,defines the core concepts such as the performance appraisal of professional and technical personnel of education,and introduces the perspective of target management theory,emotion management theory and incentive theory.On this basis,through structured interviews and questionnaires and structured interviews,Yanchi County education professional and technical personnel performance appraisal status and problems in-depth investigation and research.In developing responses,the traditional performance evaluation methods for education professionals and technicians were broken down and the specific characteristics of education professionals and technicians in Yanchi County were combined with the 360-degree performance evaluation method.The innovation of this paper is to apply the 360-degree performance assessment method to the performance evaluation of educationn professionals and technicians at the county level,which is less studied by experts and scholars,and to design the performance assessment method from different perspectives,such as superior leadership,peers,subordinates,self and service recipients,and to refine the performance assessment method of education professionals and technicians from the perspective of adapting to the rapid development of China’s education career,and to put forward optimization suggestions are made to promote the solution of various problems that have arisen in Yanchi County,such as the lack of strength in the development of education,the serious loss of young professionals and technicians,the small space for development,and the low satisfaction of students and parents,to improve the quality level of education professionals and techniciansn,to promote the stable and healthy development of personnel in Yanchi County,and to play a greater role in improving the level of education and teaching.
