| In the era of increasing competitive globalization,more and more countries have realized that technology largely determines its role in the world and its domestic economic development.Scientific research in key universities is a pivotal source of technological progress and innovation,and a strong support for sustainable development of the country and society.With the increase of China’s economy and the promotion of the construction of key universities,the government’s investment and policy support for scientific research in research-oriented universities have been continuously strengthened.As a result,research output of universities in China is considerable.However,research input of each university,as well as the quantity and quality of research achievements is imbalance.Therefore,(1)do research universities with more investment necessarily produce more?(2)Is the rapid growth of scientific research output in key universities dependent on the unsustainable growth of a large number of resources input or the sustainable growth of connotation development?(3)Is it reasonable for all universities to compare the efficiency of scientific research under the same scale? How to eliminate the influence of external environmental factors and random factors that cannot be controlled by colleges and universities,and then identify the current situation and changes of management efficiency of colleges and universities?This paper is mainly based on these problems.In this study,59 key research universities,directly under the Ministry of education in China,are divided into three parallel routes from the perspectives of location,tier and type.And an index system that pays equal attention to both social and nature science,addresses quality of research achievements and social services is constructed.The changes from 2007 to 2017 of research input and output indexes of universities on each route are analyzed(Chapter 2);then,based on Data Envelopment Analysis,Quasi-stochastic Frontier Analysis and Mamlquist Index,the study measures the real static scientific research efficiency,the research management efficiency excluding external environment and random factors(Chapter 3),and the real dynamic research productivity,and the change of research productivity excluding the influence of external environment and random disturbances(Chapter 4).The results show that:(1)The unbalanced gap of research universities’ input and output within geographical locations /tier /types is growing,indicating that research universities with more investment don’t necessarily produce more.(2)The rapid growth of scientific research output in key universities mainly depend on the a large number of resources input,which is unsustainable.The overall university research efficiency is not high,owing to the low pure technical efficiency.The scientific research efficiency has made little progress in the past 11 years,mainly relying on the pure technical efficiency and technical progress.(4)After removing the external environment and random interference,both the static research efficiency and dynamic research efficiency are distinct.Three suggestions are made to promote the connotative development of higher education:(1)China’s “double first-class” universities research performance evaluation should consider the influence of geographical locations /tier /types.(2)A good competitive higher education system depends on allocation of resources.(3)Supports from government should cover technology,institution and culture. |
