With the deepening of China’s sports system reform,since 2015,many national individual sports associations have been decoupled.In order to improve the level of China’s winter sports and successfully welcome the arrival of the Beijing 2022,Chinese Ice Hockey Association(CIHA)has also stepped into this category.However,at present,it is still in the stage of "crossing the river by feeling the stones",and its organizational management has exposed certain deficiencies.At the same time,there are few studies on the subject of project management in the academic circle,so it is of certain practical and theoretical significance to analyze the current situation of organizational management of CIHA,which is undertaking the important task of development of ice hockey in China.Under the background of the substantive reform,this paper mainly summarizes the successful experience and deficiencies in the current situation of the organizational management of CIHA,analyzes the causes of the relevant problems and puts forward the optimized countermeasures,so as to promote the continuous improvement of the organizational management level of CIHA,so as to better promote the development of the ice hockey in China.Based on the substantive reform under the background of the current situation of CIHA’s organizational management as the research object,uses the literature material method,expert interview and on-the-spot investigation method,analyzes the basic situation of CIHA,and the current strategy and positioning function,it analyzes its organizational management status of structural design,human resources,system construction,management,information management and employee behavior of variable structure,working process,decision-making mode,summarized the characteristics of this management mode results and the main problems existing in the status,and analyzes on the causes of the problem.The study concluded the following:(1)As substantive reform starting,CIHA in administrative units entrusted responsibility,unity efforts,ice hockey field in China to promote Beijing 2022 to carry out the target of its mission,the use of international communication,construction and high level,professional personnel training,sporting event,youth means of popularization and standardization of the construction of the project,the formation of the three strategic competition,run competitions,popularization,further to the development of "people centered sports",and has the characteristics of public welfare and public.(2)CIHA focused on the expansion of the supervision body and the executive body,adopted functional structure design,and formed four levels through three evolution stages.At the same time,its organizational management is carried out around the requirements of reform,focusing on human resources,system,information and employee behavior.The power variables are centralized,pluralistic and internally unbalanced.Information communication is characterized by bureaucracy.Decision making evolves into a procedural pattern and is separated from execution.(3)After the substantive reform,the human resource management of CIHA has formed its own characteristics,providing an efficiency guarantee for the benign operation in the early stage of the reform;The system construction makes up for the historical loophole,strengthens the internal integrity,and obtains the "official legitimacy" for itself,which conforms to the objective law of the "life cycle" of the organization.Employee behavior management provides a model for internal imitation and promotes the formation of collective consensus.(4)At present,the establishment of the "four" institutions of CIHA needs to be closer to the construction requirements of the corporate governance system of independent associations,so as to facilitate the acceleration of "de-administration" and the improvement of the level of industry autonomy;The degree of information openness and the role of industry hub need to be further improved,so as to facilitate the formation of its own contract power model;Decision-making,human resources and institutions in governance capacity need to be further modernized.Causes of these problems mainly has: the "official legitimacy" and the pursuit of "social legitimacy","fuzzy" double identity of historic problem still retained,leading to its own function orientation has certain deviation,at the same time,organizational management of security administration mode and the "administrative person" has led to the above problems.In order to improve the organizational management of CIHA,the following suggestions are proposed in this study:(1)To further optimize the functional positioning.(2)To improve the power structure and promote industry autonomy.(3)To improve decision-making and enforcement agencies and accelerate the pace of de-administration.(4)To improve the professional committee and promote the construction of information publicity,and strengthen the industry self-discipline.(5)To play a pivotal role in modernizing the industry governance system and governance capacity.(6)To improve the quality of decision-making and promote the building of democratic centralism.(7)To improve the level of human resource management to meet the needs of functional positioning and strategy.(8)To raise the level of institutional building to provide guarantee for the substantive reform.
