Analysis On Supervision Mechanism Of Chinese Athletics Association

National Sports Association is not only an important carrier to realize the strategic goal of sports power,but also an important social organization to promote the modernization of sports governance.As an Olympic sports association with a certain social foundation,the improvement of its supervision mechanism can not only ensure that the Chinese track and field association can carry out activities in accordance with the law after the decoupling reform,but also has great significance for regulating the development of the whole track and field industry.Although the relevant laws and policies of the substantive reform of the association have long emphasized that the industry association should establish and improve the corporate governance structure,and establish and improve the board of supervisors system.However,the establishment of the board of supervisors of the association has not been promoted,and the corporate governance structure is still not perfect.Under this background,guided by the thought of power restriction and supervision of socialism with Chinese characteristics,based on the modern corporate governance structure,and on the basis of literature analysis,this paper analyzes the power nature and internal and external supervision subjects of China Track and field association through field investigation,content analysis and social network analysis,This thesis sorts out the framework of supervision power operation of China Track and Field Association.The results are as follows:First of all,the reform of the supervision mechanism of the Chinese track and field association is carried out simultaneously with the substantive reform of the association,which not only reduces the resistance to the reform,but also helps to improve the modern corporate governance structure of the Chinese track and Field Association.Secondly,the track and Field Association of China has made full preparations in the process of supervision mechanism reform,and conducted field visits to other sports associations,which provides a guarantee for the steady progress of the substantive reform.Finally,the reform of the supervision mechanism of China Track and field association takes into account the particularity of the nature of the association,endows members with supervision power and restricts them at the same time.However,due to the lack of reform experience and practice,the supervision mechanism of the association is still insufficient.The specific problems are as follows:(1)The main body of power,members’ supervision power is weak,members’independence is restricted,and their representativeness is insufficient.There is still room for them to exert their power in the composition of the Executive Committee.In terms of managers,the scope of members’ supervision power is small,which focuses on discipline supervision.The supervision power lags behind,and there are few channels for prior supervision and lack of in-process supervision.(2)The corporate governance structure of the association is not perfect.At present,the main body and object of internal supervision of the association are not unified,and the coverage of the supervision objects of the Party committee and the Commission for Discipline Inspection is blank.Without the board of supervisors,the association can not form a grid supervision mode.The external supervision of the association has the following problems.(1)Policy and regulation system:first of all,the lack of targeted policies for the national Single Sports Association.Secondly,the level of legislation is low.Finally,the legislation of association construction and social supervision is seriously insufficient.(2)Administrative supervision:first,the cooperation between sports administrative subject and other administrative supervision subject is insufficient.Second,the registration and management organs and business authorities in the association construction and social supervision is insufficient.Third,the supervision and management of Finance and taxation,association activities and Ideological Party building involves many departments,which makes it more difficult for administrative departments to carry out effective supervision.(3)Social supervision:first of all,there are few regulations related to social supervision.Secondly,the promotion of social supervision lacks the responsibility subject,and the Ministry of civil affairs and other departments are not enough to constitute the main force to promote social supervision.In view of the existing problems of the supervision mechanism of China Track and Field Association,combined with the conclusions of this study,the following suggestions are put forward:(1)Implement the supervision power of the member congress.Improve the independence of the members of the Chinese track and Field Association,broaden the scope of member representatives.(2)Improve the modern corporate governance structure.Establish the system of the board of supervisors,ensure the independence and representativeness of the board of supervisors,and build the operation path of supervision power;The supervision level of the Party committee and Discipline Inspection Commission should be moved up.(3)Improve the effectiveness of external supervision.We should improve the information disclosure system,establish a working group for docking with external supervision subjects,ensure the effective convergence of internal supervision subjects,and strengthen the construction of coordination mechanism of supervision subjects.(4)Accelerate the construction of legislative system.We should speed up the legislative work of national single sports associations,improve the legislative level,promote the construction of basic law,and improve the coverage and pertinence of legislative work.
