| The new crown epidemic broke out globally in 2019,causing a huge impact on global political and economic activities,and was defined by China as a Class I particularly major public health emergency.Under the leadership of the Party and the state,governments at all levels attach great importance to the establishment of a leading group for the prevention and control of the new crown epidemic to comprehensively win the epidemic war,and the prevention and control situation of the new crown pneumonia epidemic has experienced the emergency response state of comprehensive suppression and containment of the "lockdown" in the early stage to the normalization of epidemic prevention and control of "precise control and effective treatment",and then developed into the general strategy of "external defense input,internal defense rebound" and the general policy of "dynamic zeroing".With the continuous changes in the strain,the situation of prevention and control in various places has also begun to tighten,and in the first half of 2022,the local epidemic in Shanghai broke out in full force,and the lockdown management in the city lasted for nearly two months.During the period of lockdown management,Shanghai’s large-scale commercial and residential complex,due to its large size,complex population structure,and prominent characteristics of main contradictions,led to the aggravation of mass conflict incidents and social epidemic-related public opinion,and faced great pressure for stability maintenance,prevention and control.Under the major epidemic situation,the ability of public security organs to participate in epidemic prevention and control has been severely tested,and as an important combat department participating in epidemic prevention work,its practices and experience are certainly worth summarizing and learning,and the problems reflected should be paid more attention to and alerted.This paper takes the participation of public security organs in the epidemic prevention and control of large-scale commercial and residential buildings in Shanghai as the observation perspective,and selects Shanghai A commercial and residential buildings as a case study to conduct practical research on public security participation in epidemic prevention and control.Based on the theory of collaboration and the ladder theory of citizen participation,and using the literature research method,case study method and in-depth interview method as the main research methods,5town government workers,7 public security personnel,5 reinforcement volunteers,8residents were interviewed,and 5 building group management staff were interviewed one-on-one,and the epidemic prevention and control work of the public security organs participating in the A commercial and residential building complex was sorted out.On this basis,the degree of public security organs’ participation,the way of performing their duties,and the effect of emergency response are analyzed and judged,and it is found that there are still some shortcomings and deficiencies in the allocation of police resources,the awareness of joint defense cooperation,and the emergency handling ability of public security organs in the process of participation.The reasons are the lack of effective plans for handling major health and public incidents,the lack of a complete joint prevention and control collaborative working mechanism by public security organs,and the lack of guidance for party building.Based on this,this paper puts forward suggestions such as optimizing the linkage mechanism of police forces,building a group prevention and mass control defense line,giving play to the leading role of party building,improving emergency management plans,and improving the linkage prevention and control mechanism,in order to provide benefits for public security organs to improve the efficiency of participating in the epidemic prevention and control of large-scale commercial and residential buildings. |
