| In recent years,my country’s economic development has been gradually advancing in the direction of high-quality development.High-quality development is a new development that adheres to the new development concept.To achieve high-quality development,we must first solve the problem of power sources.The conversion of new and old kinetic energy is the meaning of high-quality development,which provides the strongest power support for high-quality development.The business environment is a basic indicator for evaluating the core competitiveness and sustainable development capacity of a country and region.Continuously optimizing the business environment can release system productivity,help improve government services,help economic transformation and upgrading,and help stimulate Enterprise innovation vitality,thereby enhancing total factor productivity and forming new development momentum.Optimizing the business environment is an important condition for promoting the conversion of new and old kinetic energy.The two goals are the same and mutually promote each other.Both are to enhance the global competitiveness of my country’s economy,strengthen the economic development potential,and maintain sustained,stable and sound economic development.In the context of the transformation of new and old drivers,the CPC Shandong Provincial Committee and the provincial government attach great importance to optimizing the business environment,deepen institutional innovation,speed up process reengineering,and pay close attention to the implementation of policies.They have made certain achievements in the implementation of financial support policies,the reform of the government approval service environment,promoting the construction of a rule of law government,and lowering the market access threshold.The sense of gain and satisfaction of the majority of private enterprises have steadily increased.Based on the work report of the All China Federation of Industry and Commerce,this work gives an overall rating on the business environment in five aspects: factor environment,rule of law environment,market environment,government environment and innovation environment.Based on the second analysis of Shandong data,it is found that private enterprises in Shandong have a high voice and need to be solved urgently in terms of factor environment,innovation environment,government affairs environment and market environment.Further measures need to be taken,and the road to optimize the business environment of private enterprises is a long way to go.In order to promote high-quality economic development and better implement the transformation of new and old drivers,Shandong Province should focus on institutional innovation,increase policy efforts,and optimize the business environment of private enterprises from the following aspects: comprehensively improve traditional industries,optimize the financial ecological environment,and strive to reduce the cost of non energy factors and financing costs of private enterprises;Change the concept of talents,improve the comprehensive effectiveness of talent policies,strengthen the implementation of policies,and promote the implementation of technical innovation support policies for private enterprises;Establish a new concept of development,truly implement the energy conversion policy,improve the approval process,and improve the efficiency of government services;Accelerate the construction of a new regulatory system,innovate regulatory models,build a sound social credit system,and maintain fair competition order. |
