Dalian Rehabilitation and Recuperation Center of the Ministry of Emergency Management is a public institution affiliated to the Ministry of Emergency Management.It always provides strong service guarantee for the national emergency management system and the national comprehensive fire rescue team,provides treatment and recuperation services for the Ministry’s meritorious and honorable recipients,families of martyrs and disabled commanders,and provides safety and comfort guarantee for all kinds of meetings and training courses held by the Ministry.In this paper,the backbone cadres at or above the deputy section level of Dalian Rehabilitation Center of the Ministry of Emergency Management under the background of reform are taken as the research object.First,according to the actual situation of the cadre team of the unit,the characteristics of the current cadre team of Dalian rehabilitation center of the Ministry of Emergency Management,main work results and existing problems are sorted out,and preliminary ideas are put forward.Secondly,through the analysis method of questionnaire survey,the actual performance of the middle-level cadres in Dalian Rehabilitation Center in the comprehensive management,operation supervision and assessment,talent reserve,team vitality and other aspects includes the imperfect incentive mechanism of cadres,management concept lag and other problems.Through the induction,analysis,adjustment of the preliminary idea,the specific performance of its deficiencies is finally determined.And combined with the actual analysis of the main causes of the problem.After that,the author analyzed and studied the advanced theories and experiences of human resource management in public sectors at home and abroad,combined with their own shortcomings,and proposed the necessity of applying the theory of objective management,dual-factor theory and competency management in the cadre team management of Dalian Rehabilitation Center of the Department of Emergency Management.Finally,according to the background of our current organization reform,we put forward the feasibility path for the rehabilitation of Dalian in emergency management Department,mainly surrounding the aspects of strengthening talent reserve,optimizing training system,perfecting incentive mechanism,etc.The Dalian Rehabilitation Center of the Ministry of Emergency Management is an honorable member of the cause of emergency management.This paper takes the Dalian Rehabilitation Center of the Ministry of Emergency Management as the research object.On the one hand,the cadre team of the Dalian Rehabilitation Center is in the transition stage of reform.To build a cadre team with strong political quality,professional ability and disciplinary style for the development of the center.On the other hand,some suggestions are put forward for the management of cadres in the transformation of other health care institutions,state-owned enterprises and institutions,and other provincial and municipal party and government institutions.
