Since the 18 th National Congress of the Party,The CPC Central Committee with Comrade Xi Jinping as its core has taken deepening the reform of Party and state institutions as an important task in promoting the modernization of the country’s governance system and governance capacity,and has helped Party and state institutions perform their duties more smoothly and efficiently,providing a strong guarantee for comprehensively building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation.Since 2020,Shanxi Province has taken the lead in implementing the pilot reform of small county institutions with a small population,taking the small county "big department system" method,aiming to improve the government responsibility system and organizational structure,optimize the allocation of administrative resources,and promote the construction of a new pattern of party building leading grassroots governance.As one of the pilot counties of the second group of small population counties in Shanxi Province,L County has actively explored and tried in the process of institutional reform.However,with the emergence of new situations such as the integration of institutional departments,the reduction of personnel establishment,the dispatch of discipline inspection and supervision teams and the dispatch of departments,the supervision objects and the supervision environment have also undergone important changes.When the discipline inspection and supervision team is dispatched to perform the supervision function,the authority of "dispatch" is insufficient,the advantage of "resident" is weakened,the supervision power is not strong,and the supervision attention is scattered.The reasons are mainly caused by the imperfect system construction,the insufficient ability to obtain information,the existence of team construction,and the defects of the system system.This paper adopts the literature research method,interview method and comparative research method,uses the power balance theory,principal-agent theory,two-factor theory,distraction theory and other theoretical origin,combined with the actual situation of L County,through in-depth analysis of the dilemma and causes.Countermeasures and suggestions such as establishing an authoritative and efficient grass-roots supervision system,optimizing the way of performing duties of accredited discipline inspection and supervision agencies,strengthening team construction to enhance accredited supervision capabilities,and optimizing the functional system of accredited agencies were put forward to provide a practical path for accredited discipline inspection and supervision teams to better adapt to the institutional reform background of small population counties and effectively play the role of dispatched agencies as "probes".It is also hoped to provide some help and reference for other similar areas involved in reform.
