Research On Reform Of Police Operation Mechanism Of "Two Teams And One Room" In Police Station

Public security organs are specialized forces for safeguarding national political security and social stability,and are a key link in the modernization of the national security system and capacity.The police station is the most basic unit within the public security system,and occupies a strategic and fundamental position in the entire public security work.It is the public security agency that the people have the most contact with.The effectiveness of the police station’s work directly relates to the quality of social security and public security work,and directly affects the image of the Party committee and government,the relationship between the Party and the masses,and the relationship between the police and the people.In order to achieve the goal of safeguarding national security,maintaining social stability,and serving the people,the public security organs must constantly promote police reform according to many factors such as economic development,social environment.and people’s needs,so as to adapt to the dynamic social security situation and ensure that grass-roots police work is always in a high quality and efficient operation state.At present,the world is facing great changes unseen in a century.As socialism with Chinese characteristics enters a new era,the external environment and internal conditions of China’s development are undergoing profound changes,and the gap between the effectiveness of police stations and the objectives of social governance at the grassroots level is gradually emerging.In order to adapt to the ever-changing social security situation,in 2022,the Ministry of Public Security proposed the police development concept of "police station main defense",and made it clear that the focus of work of police stations should be changed from"attack" to "prevention".In order to ensure the implementation of this concept,the Ministry of Public Security,on the basis of the initial pilot,requires that from 2022 onwards,Reform of the police operation mechanism of "Two Teams and One Room" has been carried out in public security organs nationwide.The "Two Teams and One Room" police operation mechanism is a new type of internal organizational structure of the grass-roots police station,which is to re-organize the internal staff of the police station,set up "two teams" of community police teams,case handling teams and "one room" of the integrated command room,and coordinate all police work to comprehensively improve the work quality and efficiency of the police station.Based on Smith’s policy implementation process model,no-growth improvement theory and police public relations theory,this paper reviews and studies the problems and causes of the traditional "Big Shift Work" police operation mechanism,and elaborates the institutional background and practical significance of the reform of "Two Teams and One Room" police operation mechanism in Jinan City.Affirming the efforts and effectiveness of Jinan Public Security Bureau in the process of implementing the "Two Teams and One Room"police operation mechanism,through questionnaire survey,semi-structured interview,case analysis and other methods,focusing on the analysis of the"Two Teams and One Room"police operation mechanism reform in the process of Jinan public security police station faced with tests and reasons,and try to sum up a set of effective countermeasures.This paper provides a practical reference for how to promote police effectiveness through the reform of police operation mechanism in the new era,and then promote the modernization of national security system and capacity with the modernization of public security work.
