Research On The Normalization Mechanism Of Eliminating Black And Evil

Black and evil forces are a social tumour,seriously endangering social stability,undermining the order of the market economy,seriously eroding grass-roots power and endangering the Party’s ruling foundation.In recent years,China’s efforts to combat the black forces have continued to increase,but the situation of cases of triad societies is based on a grim basis,bringing new challenges to the work of combating the black forces and evil.From the point of view of combating practice,there is the problem of difficulties in carrying out investigations of triad-related cases and inefficiency.The investigating authorities have been interfered by various forces in the black-related cases,with low cooperation of staff and low rate of clue entry.And the black and evil forces are endless,the umbrella behind them is difficult to dig up,difficult to investigate,to eliminate black and evil can not be rooted out.In the process of investigating cases of combating black and evil,it is also difficult for various departments to achieve co-operation,resulting in poor comprehensive management of the work of combating black and evil.In the context of the special struggle against black and evil,a regular mechanism should be constructed to eliminate black and evil forces with a stronger and more sustainable strength.Constructing a regular mechanism to combat black and evil should adhere to the rule of law governance model,should be guided by the theory of "maple bridge experience",the participatory governance model as a theoretical guide,the theory of participatory governance into the work of black elimination of evil in the regularity of the work.Firstly,in terms of investigation work,a special information construction should be set up to combat the black and evil,analyse and integrate the clues involved in the case,improve the rate of entry and accuracy of the clues,and at the same time,assisted by the intelligence research and judgment mechanism,to provide more effective information for the personnel handling the case.And to establish a special case protection mechanism to protect investigators in the investigation process of black-related cases as far as possible without interference from other departments,while ensuring the personal safety of investigators.Secondly,it should increase the efforts to dig out the umbrella,so as to "break the umbrella network".To ideologically strengthen the team building of public officials,and the umbrella to break the network of anti-corruption work will be combined,and jointly promote the implementation of the work of combating black and evil.Finally,we should promote the normalisation of the fight against blackness and evil with collaborative governance.The judicial organs should achieve uniform standards within the judicial organs,and the public security organs should listen to the opinions and suggestions of the procuratorial organs.And the judicial organs and administrative organs should cooperate with each other,so that all parts of the synergistic co-operation,and play a joint role in the work of combating blackness and eliminating evil.Attention should also be paid to crimes committed on the Internet,and criteria combining form and substance should be established for making judgements.In addition to state organs,a daily supervision mechanism should be established for key industry sectors,and a mass supervision mechanism should be set up to build a regular mechanism for combating blackness and evil from the perspective of social governance.
