A Study On The Effect Of Diversified Community-based Elderly Services On The Life Satisfaction

Along with the aging of the population and the deepening of family kernelization and miniaturization,the elderly-care in China have experienced a shift from "family" to "social".In this process,community-based elderly services have gradually become the main mode of elderly care services in China because of its advantages of maintaining the original social network of the elderly and providing elderly needed services.With the continuous development of community elderly care services,the academia and government have gained a deeper understanding of the diversified needs of the elderly,so the service contents of community-based elderly services have been enriched,diversified community-based elderly services have been gradually developed.After 2008,the government actively encouraged social capital to participate in the supply of community-based elderly services in order to improve the supply capacity and efficiency,and gave social capital more autonomy through government purchase and public private partnership,and the market gradually played a decisive role in the supply of community-based elderly services.However,as a public service,community-based elderly services related to the elderly life of more than 200 million elderly people in China.It is crucial to ensure that elderly people can enjoy equal and effective elderly services and effectively improve their life satisfaction.Therefore,based on the data from the Chinese Longitudinal Healthy Longevity Survey(CLHLS)in 2008,2011,2014 and2018,this paper explores the influence of community-based elderly services on satisfaction of elderly by adopting the Ordered-probit model with the elderly aged over65 as the research object.The results show that,firstly,the diversified community-based elderly services in China are now increasingly able to fit the actual needs of the elderly and are developing for the better.Second,the diversified community-based elderly services in China can effectively improve the life satisfaction of the elderly,but its improvement effect shows a decreasing trend after 2014.Third,the supply of diversified community-based elderly services in China is unequal among different people,the improvement effect on life satisfaction is more significant on high-income and urban elderly.Based on the results of the previous study,this paper argues that we should focus on promoting the development of community-based elderly services and promoting equalization of supply is an important issue to be solved for community-based elderly services.In the market with the participation of multiple actors,the positioning of the main actors should be clarified first,the government’s responsibilities should be improved,the cultivation,supervision and management of the market actors should be strengthened.The market players involved in the supply need to further improve the service effect by establishing a professional and stable service team and focusing on the improvement of the supply and demand fit.In the overall supply pattern,there is an urgent need to refer to the advanced experience at home and abroad to build a new supply model to promote continuous and holistic service supply.Concerning about the disadvantageous position of rural and low-income elderly groups in enjoying services,this paper argues that we should promote smooth channels for expressing the needs of rural elderly groups,promote mutual help in aging,and give full play to the role of differential government financial support to promote the equal development of services.
