"People who live in the house are the foundation of people,people take the house as their home,and people stand because of the house",which reflects the traditional Chinese concept that the house is the cornerstone of people’s stable life.Since the reform and opening up,as a powerful measure to stimulate domestic demand and economic growth,housing marketization has developed rapidly,and the rent is rising day by day and the housing price remains high,which makes the floating population bear great housing pressure.In addition,the exclusion of the housing market and the discrimination of the household registration system also seriously restrict the realization of decent living of the floating population.The report of the 19 th National Congress of the CPC put forward: We should adhere to the position that houses are for living in,not for speculation.We will speed up the establishment of a housing system featuring multi-subject supply,multi-channel support,and both rental and purchase,so that all people will have adequate housing.Based on this,the academic circle has carried out a large number of studies to try to explain the important factors affecting the housing ownership of the floating population and the influencing mechanism behind it from different perspectives.However,so far,the influencing mechanism of the housing ownership of the floating population remains to be researched and verified.Urban housing welfare is considered to be the key factor affecting the floating population’s housing ownership.However,existing research on the relationship between urban housing welfare and housing ownership of floating population is controversial.On the one hand,some scholars believe that urban housing welfare will promote the housing ownership of the floating population;On the other hand,some scholars believe that urban housing welfare will hinder the housing ownership of the floating population.A compromise view holds that urban housing welfare promotes the housing ownership of high-income floating population groups,but has no significant impact on the housing ownership of low-income floating population groups,and even damages the housing rights of low-income floating population groups.So,will urban housing welfare promote housing ownership of the floating population? If it can promote housing ownership of the floating population,what is the mechanism behind it? Under the background of the household registration system,the urban welfare that individuals can enjoy is closely related to the nature of their household registration.Therefore,can the housing welfare policies of local governments fairly benefit the floating population? Will the impact of urban housing welfare on the housing ownership of floating population present heterogeneous characteristics? These are all issues that need to be discussed in depth.About the impact of urban housing welfare on housing ownership of floating population,the academic community has formed a considerable theoretical basis,but most of the analysis from the individual level of housing provident fund participation on housing ownership of floating population,lack of empirical analysis of factors at the city level,and local government public housing expenditure is crucial to the ownership of property housing of floating population.Therefore,it is necessary to study the impact of public housing expenditure on housing ownership of floating population from the urban level.Starting from the two dimensions of public housing expenditure at the city level and participation of housing provident fund at the individual level,this study discusses the impact of urban housing welfare on housing ownership of floating population,and compares and analyzes the difference of household registration and household income level.Among them,the analysis data at the city level comes from 2016 China Urban Statistical Yearbook.The analysis data at the individual level came from CMDS2016,and the empirical analysis results were statistically significant.The results show that:(1)Increasing public housing expenditure will reduce the housing ownership rate of floating population.(2)Individual payment of housing provident fund can significantly improve the housing ownership rate of floating population.(3)Housing payment ability plays a part of the mediating effect in the influence of public housing expenditure and housing provident fund participation on housing ownership of floating population.Specifically,it is carried out along the two paths of "public housing expenditure--housing affordability--home ownership" and "housing provident fund participation--housing affordability--home ownership".(4)The effects of public housing expenditure and housing provident fund participation on the housing ownership of floating population show differences in the nature of household registration.(5)The impact of public housing expenditure on housing ownership of floating population has no significant difference in household income level,while the impact of housing provident fund participation on housing ownership of floating population has a significant difference in household income level.Therefore,this study suggests that local governments accelerate the full coverage of the housing provident fund system for the floating population,further break the logic of "welfare division" with the household registration system as the core,realize "equal rights for rent and purchase",gradually improve our urban housing welfare system,and actively promote the healthy development of human-centered new urbanization.
