Research On Policy Implementation Of Expanding Housing Provident Fund System

Since its establishment,the housing provident fund system has played an important role in solving the housing needs of urban workers,improving the financing of housing construction funds,and promoting the balance between supply and demand.Over the years of development,the number of contributors keeps increasing,the per capita deposit level keeps improving,the balance of housing provident fund collection keeps growing,and the coverage of housing provident fund system keeps expanding,However,at the same time,it has also exposed the problem of imbalance and inadequacy,which makes the security and fairness of housing provident fund system questioned.The development of the housing provident fund system is based on expanding the coverage.Only by improving the coverage of the housing provident fund system,bringing more workers into the inclusive network of housing provident fund,and more enterprises into the standardized employment mode,can we give back to workers and society better.The study of the housing accumulation fund system in Wujiang District of Suzhou will not only help to further improve the coverage of the housing accumulation fund system in this area,but also provide reference for the expansion of the housing accumulation fund system in similar areas,and promote the housing accumulation fund system to better play its security role.This paper studies the implementation of the expansion policy about the housing accumulation fund system in Wujiang District.This paper summarizes the relevant works through literature research,interviews to directly understand the views of the relevant personnel of the system,and data analysis to explore the trend of the expansion of the system over the years,so as to comprehensively sort out the obstacles to the expansion of the housing provident fund system.The main obstacles are the low expansion coverage rate,the overall effect of policy implementation is not obvious,the expansion coverage rate increases slowly,the role of executive agencies is not prominent,the expansion coverage is not balanced,the expansion progress of key groups is not ideal,and the expansion effect is not good,the role of the accumulation fund system is restricted;The housing provident fund management center has insufficient executive power and failed to fully mobilize the power of collaborative departments;The audience of the housing accumulation fund system lacks the necessary understanding of the construction and payment;The external market environment is not ideal.Therefore,to expand the coverage of the housing accumulation fund system,first of all,we need to improve the legal status of the housing accumulation fund system,enrich the integrity of the system itself,and enhance the comprehensive quality of the employees themselves;Secondly,we need to absorb the joint efforts of various parties to expand the expansion team of housing provident fund,so that the expansion work can be integrated into the daily life;Then it is necessary to fully enhance the system’s inclusiveness,comprehensively improve the display of the security of housing provident fund from the aspects of service and use,and establish the awareness of the whole people’s standard payment;Finally,we need to dynamically adjust the focus of the expansion of the housing accumulation fund system in combination with the local development situation.Only by implementing the housing provident fund system in a practical and detailed way can we give full play to the advantages of the system,promote urban housing construction and improve the living standard of urban residents.
