Passive "Positive" Response:A Logical Study Of Grassroots Cadres’ Behavior Under Technological Governance

Response is the basic way for the government to manage public affairs and address people’s demands.It is also the key to modernizing the country’s governance system and capacity.At present,the operation characteristics of society informatization and technicalization have brought new changes to the way and process of government response.Since the rise of the new public management theory,the government has carried out a technical practice exploration on the government response mechanism.Government hotline system through the work order allocation,assessment and supervision,ordered rectification and other ways,to the grassroots different from the traditional governance model of response requirements and response pressure.However,the author’s field investigation found that in the operation process of the government affairs hotline system,grassroots cadres made accurate responses to the demands of villagers with limited autonomous space,which not only effectively dealt with the assessment pressure from superiors,but also protected the collective interests of the village to a certain extent.So why and how can grassroots cadres act autonomously in the face of multiple pressures and narrow governance space? This is the core issue of this article.Based on the field investigation materials in S village,this paper analyzes the response behavior of grassroots cadres from three aspects: first,the operation mechanism of government hotline and the conduction logic of administrative pressure.This paper mainly explains the operation mechanism of hot wire technology,the logic of administrative pressure generation of operation process,and the strong constraint of technicalization mechanism on process and result.Second,hotline technology drives the response logic of grassroots cadres.This paper mainly analyzes the pressure sources,namely the aggregation of administrative pressure and the squeezing of grassroots governance situation,the active allocation of grassroots cadres based on the governance field resources and the resulting differentiated response behavior.Third,the passive "positive" response to the governance effect.The author objectively demonstrates the positive and negative governance effects brought by the response of grassroots cadres in the investigation cases.Fourthly,in the last chapter,the author summarizes and analyzes the content of the full text from three aspects: the strengthening of the pressure system elements and the shaping of the new characteristics of the technology governance,the initiative of the grass-roots cadres,and the optimization path of the technology governance.This paper believes that after the technological governance mode is embedded in the grassroots field,the logical analysis of grassroots cadres’ behavior should pay attention to the mutual shaping relationship between technology and grassroots cadres’ individual initiative.While technology governance brings the pressure of institutional structure,it also squeezes the governance situation.Therefore,it can be concluded that the response of grassroots governments under technology governance is generally a "pressure-response" based on the pressure system.On the basis of case analysis,this paper believes that technological rigidity gives grassroots cadres active space to screen and identify the nature of their demands,and governance field gives active resources.It tries to break through the linear model of "pressure-response" behavior logic of grassroots cadres under technological governance,and introduces the mediating variable of grassroots cadres’ initiative into it,which leads to conclusion two: The initiative of grassroots cadres is the mediating variable that regulates the linear relationship of "pressure-response",which results in the differentiated response behavior and double governance effect of grassroots cadres.
